Operations Data Management Officer

ORGANIZATIONAL CONTEXT

This position is responsible for the management of data collection and reporting activities in field operations and for training field staff on data management and analysis. The incumbent liaise with operational partners and headquarters to support data management. This position directly supervises some support staff.

FUNCTIONAL STATEMENT

Accountability

- UNHCR has reliable and up-to-date data on persons of concern.
- UNHCR registration and ProGres database are maintained with high quality so that it will be used for the operational planning and producing relevant reports and statistics.

Responsibility

- Facilitate and/or dispatch data collection in the local operation, including data collection methodology, data processing and data analysis.
- Ensure responses to report requests from local staff, local governments, partners, donors and headquarters.
- Act as a local lead in compiling and calculating statistics.
- Train local staff and/or organize training in data management best practices.
- Liaise with headquarters on new reporting requirements and procedures.
- Ensure that relevant data elements are collected in a standardized way that is compatible with Geographic Information System (GIS).
- Coordinate with GIS Officers in the field and Senior GIS Officers in headquarters to define data structure, interfaces and algorithms.
- Liaise with implementing and operational partners on data issues, participate in and/or organize inter-agency data groups at the Field level, and, if necessary, advise partners on methodological issues and promote timely reporting of data, according to agreed standards, for which they are responsible.
- Conduct data collection audits in order to ensure that no unnecessary data collection is occurring and to ensure that all necessary data is being captured.
- Record explicit data audit trails and metadata elements when calculating statistics, such that data sources, data quality and the methods of calculation are systematically kept.
- Develop new data collection and data analysis tools, including efficient data capturing forms.
- Manage the registration ("ProGres") database, oversee data input and reporting in close collaboration with other officers (protection, registration, community services, etc.).
- Create and maintain databases and spreadsheets that meet operational requirements.
- Convert, import and export data from systems as required.
- Perform other related duties as required.

Authority

- Set and enforce data quality measures and registration standards.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in computer science, demography, geography, statistics, economics or a related field plus minimum 6 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master's) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.
- Experience in managing monitoring and surveillance systems in humanitarian organizations or in large, complex organizations or familiarity with ProGres and registration system.
- Knowledge of English and UN working language of the duty station if not English.

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Completion of UNHCR Operations Management Learning Programme or Standards and Indicators training would be assets.
- Technical GIS knowledge.
- Knowledge of additional UN languages.

Ensuring staff are better informed is part of the increased attention UNHCR is paying to Duty of Care. This position is supervised by the Senior Business System Analyst in Beirut. The incumbent should have very good managerial skills as S/he would directly supervise support staff that provide continuous daily support to the different units in the operation. The incumbent would be heavily involved in the LOUISE (Lebanon One Unified Inter-Organizational System for E-cards), which is used by UN agencies and NGO in Lebanon to deliver assistance to the population of concern. This includes activities related to ATM cards/PINs distribution systems, targeting of the population of concern using the jointly developed scoring system known as the ¿Desk Formula¿, analysis and reports that informs the senior management decision making processes, transactional banking data and invoicing reconciliations. The incumbent should have advanced technical knowledge and skills in Microsoft SQL technologies in administration, querying and scripting functions, s/he should also have proven practical knowledge of other programming languages. The incumbent should be able to support and further develop existing and newly required systems to support the different units in the operation. The incumbent will also have to support existing modules and develop additional modules on Project X which is part of the UNHCR¿s PRIMES (Population Registration and Identity Management EcoSystem). Project X is heavily used in the Lebanon operation supporting different units with different modules (e.g. Call Center Module, 2 Way-SMS Module, Bulk SMS Module, Cash Assistance Module, Targeting Analysis Module, PoC Appointments Scheduling Module, Digital Archiving System Module, Interview Audio Recording Module, File Sharing Module, Ministry of Social Affairs Data Sharing Module, HR Vacancy Management Module, HR Leave Management Module -for affiliated workforce-, Admin Parking Management Module, etc.). There are around one million Syrian refugees registered with UNHCR in Lebanon, which continues to be the highest refugee-hosting country per capita in the world. With no approved camps in the country, refugees are living in more than 2000 locations across the country. The Syrian refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is one of the largest for the organisation, with a total budget of USD 463 million for 2018. Media and donor attention and the frequency of influential high-profile visitors are high. The Office currently has more than 600 staff located in Beirut, Zahle, Tripoli, Tyre, and Qobayat. Beirut, Mount Lebanon, Tripoli, Qobayyat and Zahle are classified as "B" family duty stations.  Tyr is classified as "C" family duty station.  All duty stations have education, health (private) and recreational facilities. The election of Michel Aoun as President in October 2016 ended a two and a half year political stalemate.  This, coupled with the removal of Extremist Armed Elements (mainly al-Nusra and ISIL) from the Eastern border area has resulted in an improvement to the general security environment in Lebanon.  The threat from Armed Conflict has dropped from High to Low and while the General Threat Assessment for Terrorism remains High, authorities have instigated joint preventative counter terrorism measures focused on tackling terrorism and organised crime networks in Lebanon. 

Terrorism
¿ There is a threat from terrorist attacks in Lebanon and these could occur at any time and any place, including areas frequented by large numbers of people such as malls or places of worship.  Lebanese authorities work to strengthen the inhibiting context with, amongst other things, highly visible security officials carrying out regular anti-terrorism operations across the country.  Terrorism attacks escalated from 2012 to 2014 with 44 incidents over the three year period.  Security authorities foiled various attacks in 2015 resulting in a reduction in the number of attacks to 9 with around 100 terrorism related arrests.  In 2016 there were only 4 attacks with the total number of terrorism related arrests reaching more than 535.  In 2017 there were no terrorist attacks and 560 terrorism related arrests.

Armed Conflict
¿ The security environment of Palestinian refugee camps is unpredictable and can deteriorate quickly leading to violent armed clashes.  Cross border incidents can occur, especially within 3-km of the border.  In some parts of the country (not generally frequented by UN personnel) unexploded ordnance poses a threat although de-mining activities are making progress. Civil Unrest
¿ There has been a decrease in the number of demonstrations over the last year.  While they can occur at short notice, most are planned with the vast majority being small and peaceful. 

Crime
¿ Remains at its lowest level since 2011 although there is still a risk from both petty and violent crime.  As part of the joint preventative counter-terrorist measures, security services have been focusing on organised crime.  Weapons remain easily accessible and personal disputes can sometimes quickly escalate into shooting incidents.  Celebratory gunfire used to be fairly common, although more recently authorities are prosecuting those who commit such acts, following a number of casualties from falling bullets.

Hazard
¿ Although Lebanon does lie in an earthquake zone it has not experienced any major tremors in recent years.  Preparedness has improved recently through the national emergency response.


Specific Information:
Beirut ¿ the Southern Suburbs represent an area of elevated threat as it is home to Hezbollah¿s Security Zone and several key Hezbollah institutions. Knowledge of Arabic Language is desirable as the incumbent would be dealing with a lot of external entities mainly banking service providers, call center service providers, government entities like MoSA and GSO.
