TITLE OF CONSULTANCY: - Consultant to support UNICEF technical assistance to the Government of India’s Swachh Bharat Mission (G) focussing on Sustainability of sanitation   gains and post ODF interventions and partnerships. 

DUTY STATION: New Delhi
 
DURATION OF CONSULTANCY:  11.5 months  from start date of the Contract

Background:
 
India’s WASH indices have historically been below world average. As per the WHO/UNICEF Joint monitoring programme (JMP) 2017 estimates, India’s WASH coverage is: Improved Sanitation coverage at 60% (93% Urban and 44% Rural); and improved Drinking Water coverage at 88% (93% Urban and 85% Rural).
 
Further, based on the National Family Health Survey – 4 (2015-16) and WHO/UNICEF/World Bank 2016 joint estimates, India is home to one-third (46.8 million) of the 156 million stunted children world-wide. Similarly, there are around 50 million wasted children in the world, of which India alone houses 18.3 million (37%) of them. This is largely because of open defecation and as on 2015, about 520 million people defecated in the open.
 
Taking cognizance of this, the Government of India has given highest priority to the elimination of Open defecation and launched Swachh Bharat Mission (SBM) on 2nd October 2014, aimed at making the entire country open defecation free, by 2nd October 2019. This programme is welcome and massive as it involves providing access to nearly 110 million rural households and changing the behaviour of more than 550 million persons who defecate in the open. This would represent supporting about 60% of the worlds open defecators, and if the programme succeeds, would be a major step to achieve the world’s SDG goal 6.2. The SBM mission has placed elimination of open defecation as a top government priority. This corresponds well with UNICEF priorities for the betterment of the child. SBM efforts in rural areas where open defecation has been widespread, is being steered by the Ministry of Drinking Water and Sanitation (MDWS), and implemented through state governments, both of whom are given support through development partners such as UNICEF.
 
PURPOSE:
 
The purpose of this assignment is to provide specialized inputs to MDWS-GoI, and WASH Sanitation Specialist, UNICEF Delhi for strengthening UNICEF support to the government’s SBM G programme, sustaining of ODF status (ODF S) at all levels, including inputs on FSM, retrofitting toilets and HWWS, while continuing to generate proof of concept for undertaking higher level advocacy with the Government of India to accelerate district ODF planning and its implementation in remaining non-ODF districts.
 
Creating an Institutional framework of role of Nigrani Samitis and Swachhagrahis and setting up a robust monitoring structure are key purposes.
 
Support for the acceleration of the SBM programme in 50 bottom districts of the country and the UNICEF focus districts.
 
Support partnerships with Water.org, World Bank and Sigma Foundation.
 
This position is expected to work in close coordination with Specialists and Consultants working on Communication for Sanitation and on Institutional WASH, focusing on UNICEF Priority districts and NITI’s aspirational districts. 
 
Objectives:
In the context of the Government of India rural sanitation flagship programme – Swachh Bharat and UNICEFs programme priority to contribute to the reduction of open defecation, provide technical support to support scaling up of sanitation coverage and increasing its sustainability.
 
Specifically: 
  • Provide inputs to WASH Specialists for undertaking higher level advocacy with the Government of India and state governments to accelerate State and district ODF sustainability policy preparation and planning along with implementation and technology transfer .
  • Support for the development of national and state policy and guidelines for ODF sustainability focusing on improved service delivery, planning, monitoring, capacity building and alternative finance for sanitation with supply chain management inputs. This would include working with partners to encourage banks and other institutions like MFIs to make low interest loans available for WASH facility creation or improvement at the household level, while also strengthening availability of low cost sanitation supplies in rural areas.
  • To support WASH specialist to provide support to GoI MDWS and UNICEF field offices in developing and implementing Central and State ODF S guidelines, with specific inputs on Faecal Sludge Management in rural contexts; Retrofitting of toilets and handwashing with soap.
  • To support WASH Specialist, UNICEF, and Development partners to develop the guidelines for administration framework for and orientation modules of Swachhagrahis, Nigrani Samitis, incorporating the concepts of ODF Sustainability.
  • Provide support to the 17 districts amongst the bottom 50 in the country as well as identified NITI aspirational districts, which have been allocated to UNICEF by MDWS for accelerated scaling up, support and monitoring.
  • Provide technical support to WASH Specialist and development partners in developing and executing monitoring framework for ODF status and supportive supervision of ODF sustainability interventions.
  • Work in close coordination and support Consultant on Communication for Sanitation assisting in developing communication plans and tools focusing on ODF sustainability including Community Approaches to Sanitation- incorporating Sustainability (CAS S)and WASH in Institutions consultant for sustaining WASH services in Institutions in ODF communities.
  • To support WASH Specialist, UNICEF Delhi section in carrying out Monthly review meetings of WASH network and engagement with partners, including World Bank, Wateraid and Water.org, specifically looking at the UNICEF WASH focus areas.
  • Support for preparation of meeting at MDWS and other Ministries and partners on review of UNICEF activities related to SBM 
SUPERVISOR: WASH Specialist, India Country Office, Delhi
  
CONTRACT DURATION: 11.5 months from start date of Contract.

MAJOR TASKS:
  • Provide inputs to WASH Specialists for undertaking higher level advocacy with the Government of India and state governments to accelerate Centre and State ODF sustainability policy preparation and district planning along with implementation 
  • Support the development of national and state policy and guidelines for ODF sustainability focusing on improved service delivery, planning, monitoring, capacity building and alternative finance with supply chain management inputs 
  • Support WASH specialist to provide support to GoI MDWS and UNICEF field offices develop and implement Central and State ODF S guidelines, with specific inputs on Faecal Sludge Management in rural contexts; Retrofitting of toilets and handwashing with soap 
  • Support WASH Specialist, UNICEF, and Development partners to develop the guidelines for administration framework for and orientation modules for Swachhagrahis, Village motivators and Nigrani Samitis, incorporating the concepts of ODF Sustainability. Acting as a Resource person on these. 
  • Provide support to the 17 districts amongst the bottom 50 in the country, which have been allocated to UNICEF by MDWS for accelerated scaling up, support and monitoring. Provide support as required to all UNICEF priority districts.
  • Provide technical support to WASH Specialist and development partners in developing and executing monitoring and evaluation framework and proposals for monitoring ODF status in UNICEF supported districts and supportive supervision of ODF sustainability interventions. 
  • Work in close coordination and support Consultant on Communication for Sanitation assisting developing communication plans and tools focusing ODF sustainability including CAS S and WASH in Institutions consultant for sustaining WASH services in Institutions in ODF communities.

1st Month
  • Updating the Swachhata Kunjika pocketbook book in English and Hindi, and supporting its designing.
  • Supporting and providing written suggestions for the finalisation of 6 booklets of Solid and liquid waste management (SLWM) .
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
2nd Month
  • Finalisation of report of the Sanitation conclave.
  • Report on the UNICEF support to Swachhata Hi Sewa campaign.
  • Report on the process of SBM implementation in 2 UNICEF focus districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
3rd Month
  • Development of Concept note for initiating Faecal sludge management partnerships in rural areas.
  • Report on the process of SBM implementation in 2 UNICEF focus districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
  • Development of 1 case study to demonstrate and document implementation of Swachhagrahis/ successful Nigrani Samitis/ SLRM or FSM projects.   
4th Month
  • ODF (Sustainability) support plan under SBM for UNICEF.
  • Training Plan and Key resource centres (KRCs) on various components of ODFS and ODF+.
  • Report on the process of SBM implementation in 2 UNICEF focus districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts .
5th Month
  • Support organisation of a national workshop of WASH NGOs and submit report.
  • Report on the process of SBM implementation in 2 UNICEF focus districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
6th Month
  • Report of status of ODF sustainability and ODF plus interventions in 2 UNICEF supported districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
  • Development of 1 case study to demonstrate and document implementation of Swachhagrahis/ successful Nigrani Samitis/ SLRM or FSM projects. 
7th Month
  • Support 3 capacity building workshops (national and state level) on ODF S and ODF + and submit reports of the workshops.
  • Report of status of ODF sustainability and ODF plus interventions in 2 UNICEF supported districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
8th Month

  • Support organisation of a UNICEF WASH partners/NGOs conclave.
  • Review the partnership with TISS PGD and YP agreements and Prepare report on the partnership with TISS for development of WASH HR.
  • Report of status of ODF sustainability and ODF plus interventions in 2 UNICEF supported districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
10th Month
  • Report of the partnership between UNICEF and Water.org on promoting alternative financing for sanitation.

  • WASH network report for May 2018.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
11th Month
  • Report of the partnership between UNICEF and World bank on the MoU and areas of mutual cooperation for sanitation.
  • Report of status of ODF sustainability and ODF plus interventions in 2 UNICEF supported districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
11.5th Month
  • Summary Report on the UNICEF intervention in SBM G.
  • Report of status of ODF sustainability and ODF plus interventions in 2 UNICEF supported districts.
  • Monthly report, based on sanitation MIS and state reports, on the performance of the 17 poorest performing districts being supported by UNICEF; and on the 40 NITI aspirational districts.
PAYMENT TERMS 
  • Payments to be made upon submission of specific deliverables.
  • Travel expenses will be reimbursed at actuals based on submission of original   invoices/reports.
  • Per Diem will be reimbursed at UNICEF consultant rates. 
Essential Educational Qualifications & Professional Experience forConsultant
 
The assignment will be carried out by an individual with the following minimum knowledge and experience:
  • Bachelors degree in one of the following: engineering, public health, social sciences, media studies, communication or a field related to WASH, policy and advocacy.
  • At least 3 years or more of professional experience in Water, Sanitation and Hygiene (WASH) which can be related to one of the following; policy and advocacy, knowledge management capacity building, communication monitoring and evaluation.
  • Familiarity with national flagship programmes related to WASH will be an advantage.
  • Specific experience in working on the Swachh Bharat Mission (Gramin) directly with central, state governments or district administrations or with Development partner agencies working with government on the programme will be considered an advantage . 
Competencies:
  • Knowledge and understanding of the Swachh Bharat Mission (G), including the current sanitation situation in rural areas is required .
  • Good understanding of working in coordination with Government departments on  planning and implementation issues.
  • Good communication, facilitation and management skills.
  • Good writing skills (in English) is required.
  • The candidate should possess his/her own laptop.

Candidates will be shortlisted for the interview on the basis of the review of sub-criteria 1, 2, 3 as listed above. Total technical score – 80. Minimum overall qualifying score is 56.
