The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

1. Role and responsibilities

The Community Management and Coordination Officer (CMCO) will lead and supervise the team of Community Management and Coordination Assistants in establishing collaboration with Syrian refugees in informal settings; gatherings and providing necessary information for regular reporting; for identification of gaps and duplication in services; for improved assistance to vulnerable beneficiaries; and for improved coordination.

Generic responsibilities

  1. Identify refugee focal points from all the demographics in the settlements and residential clusters;
  2. Support the team in defining the methods of community engagement that ensure the greatest possible participation of vulnerable groups (AGDM approach);
  3. Conduct regular meetings with the refugee representatives for identification of gaps, duplications, protection concerns and capacity building of the representatives and focal points;
  4. Meet regularly, together with the CMC team, with the informal settlements stakeholders including the refugee representatives, local authorities and other service providers;
  5. Supervise the CMC Assistants through developing weekly work plans and indicators together for monitoring of targets, and through supporting and guiding them in their daily work;
  6. Collaborate with other NRC Core Competencies and external service providers to ensure that all partners and beneficiaries are aware of the existing referral system and any complaint mechanisms;
  7. Carry out related mainstreaming of protection in programme daily implementation as per the set NRC’s Protection mainstreaming guidelines, and ensures reporting any breaches/concerns to the line manager for proper action.
  8. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.

Specific responsibilities

  • Take an active and integral role with the Lebanon Protection Consortium (LPC) programs and activities as assigned by the CMC PC
  • Support with activities involving our LPC consortium partners and other relevant consortia as requested by the CMC PC
  • Participate in any trainings or assessments required by the CMC, WASH, ICLA, Education or Shelter team specific for the project.
  • Report to the CMC PC on who does what where (WWW) with regards to our regular daily activities;
  • Participate in assessments on protection issues and other data needed when required;
  • Any other relevant duties as requested by the CMC PC.
  • Implement with the team information and sensitisation activities in the settlements;
  • Provide the Community Management and Coordination Coordinator (CMC PC) with regular reports as requested, to be shared with external actors, donors or NRC senior management;
  • Report to CMC immediately any protection breaches or gaps in the settlements;

Critical interfaces

  • WASH: coordinate with the WASH team, particular where there are areas of joint implementation
  • Shelter: Coordinate on activities linked to shelter condition
  •  Education: Coordinate with the education team, particularly in areas of joint implementation
  • ICLA: refer cases in need of ICLA support and coordinate on service mapping.
  • Coordinate closely with the logistics, HR and finance department


2.Competencies

  1. Professional competencies
  • Bachelor degree equivalent in social work, business administration, international affairs or other relevant field

  • Minimum 2 years of relevant work experience with NGOs, charities, humanitarian work or similar organisations

  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
  • Good knowledge of protection issues and programming
  • Proficiency in English & Arabic both written and spoken
