Background

UN Women Myanmar currently functions as a project office and is based out of Yangon, with sub-offices in Mon Region, and Kachin and Rakhine States. As the office transitions into a full fledge country office, UN Women is also increasing its programmatic presence within the country and is in the process of developing its strategic country plan. Building on its past and current efforts, the office will focus on delivering on the following interlinked programme areas, underpinned by support for intergovernmental and normative processes:

  • Governance, Peace, and Security;
  • Women’s Economic Empowerment;
  • Gender in Humanitarian Action and Disaster Risk Reduction;
  • Translating Global Standards and Norms on Gender Equality and Women’s Empowerment.

In partnership with UN Women, the Women’s Development Division in the Department of Social Welfare, Ministry of Social Welfare, Relief and Resettlement is responsible for the implementation of the Myanmar National Strategic Plan for the Advancement of Women 2013-2022 (NSPAW). Myanmar is a signatory to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Platform of Action and the Sustainable Development Goals (SDGs). NSPAW guides the implementation of the CEDAW principles and the twelve priority areas of the Beijing Platform for Action in Myanmar.

The Myanmar National Committee for Women’s Affairs (MNCWA) is responsible for policy, decision making and oversight implementation of NSPAW, including CEDAW recommendations, SDG 5 on Gender Equality and mainstreaming gender in other SDGs, and Myanmar commitments to the ASEAN Committee for Women (ACW) Work Plan 2016-2020. The Gender Equality and Women’s Empowerment Co-ordination Group (GEWECG) aims to coordinate development partner technical and financial support for the implementation of NSPAW.

To support the implementation of NSPAW, four Technical Working Groups (TWGs) have been established to coordinate effective implementation of thematic activities concerning each of the four areas among all partners and ensure timely and harmonized reporting of the achievements, progress and challenges.  The TWGs report to MNWCWA every four months and will feed into and support broader work on Gender Equality and Women’s Empowerment through the GEWE CG. The TWG seeks to further Myanmar’s commitments with respect to CEDAW, the Beijing Platform for Action, and SDGs.

Under the supervision of the UN Women Head of Office in Yangon, and in coordination with the Chairperson of MNCW, based within the Women’s Development Division in the Department of Social Welfare, Ministry of Social Welfare, Relief and Resettlement, Nay Pyi Taw, a technical specialist has been requested to ensure coordination and coherence among the four-technical working group and supporting capacity development, and mentoring and coaching of Department of Social Welfare (DSW) staff at union and state level, for effective implementation of NSPAW, in line with global standards, norms and practices.

Duties and Responsibilities

Provide technical assistance and advisory support to the Ministry of Social Welfare Relief and Resettlement (MoSWRR) to ensure National Strategic Plan for the Advancement of Women 2013-2022  (NSPAW implementation) is in line with CEDAW principles and other global norms and standards on Gender Equality and Women’s Empowerment (GEWE):

  • Provide high-level substantive technical and advisory support for development and implementation of annual work plan and budget for the implementation of the relevant NSPAW priority area(s), including activities that address SDG 5 on Gender Equality, CEDAW recommendations, Universal Periodic Review (UPR)recommendations, UNSCR 1325, Myanmar’s commitments to ASEAN Committee on Women, and ASEAN Commission on Promotion and Protection of Rights of Women and Children;
  • Conduct mapping of technical assistance provided to the Government of Myanmar for implementation of NSPAW, identify/develop recommendations for TA gaps and priorities for future in line with national priorities;
  • Participate in all GEWE coordination meeting including the Technical Working Groups (TWGs) and provide substantive input to guide the coordination efforts and activities of the existing mechanisms;
  • Provide technical assistance and coordination support to other line ministries to ensure GEWE commitments are fulfilled and liaise with the Gender Equality and Women’s Empowerment Co-ordination Group  (GEWECG) to mobilize support required.

Strengthen coordination, harmonization and coherence among the four technical working groups for NSPAW implementation, including at the State and regional level, in close collaboration with DSW Women’s Department and GEWECG:

  • Review and identify bottlenecks in GEWE coordination at union, state and regional level and provide hands-on technical assistance to strengthen coordination, develop coherence and consistency across all TWGs, GEWECG and other relevant GEWE structures/mechanisms under.
  • Provide day-to-day supervision and guidance to the national staff provided under the four-technical working group and ensure close coordination and harmonization among the TWGs.; Manage the performance of staff and provide guidance, coaching and feedback as necessary.

Provide capacity development, mentoring and coaching support to DSW staff, in strengthening their understanding of NSPAW, CEDAW compliance and latest global policies and tools on gender equality and women’s empowerment:

  • Provide substantive capacity development support, including coaching, mentoring and training of Department of Social Welfare (DSW) staff for effective implementation of NSPAW, including through use and dissemination of latest policy and programming tools, global GEWE norms and standards, latest research and data on GEWE.

Strengthen DSW-led monitoring and reporting mechanisms, including development of tools and preparation of report on the progress, achievements, gaps and challenges related to NSPAW implementation:

  • Prepare policy briefs, background documents, training materials and other relevant information package to inform DSW led policy and programming efforts;
  • Set up DSW led system for regular/standard mechanism including development of tools and guidance for monitoring and reporting on the activities of the four TWGs and prepare a comprehensive annual report inclusive of achievements, gaps and challenges;
  • Prepare progress update and reports to the chairperson of the MNCWA, in close collaboration with DSW, GEWECG and TWGs.

Advocate and facilitate knowledge building and management and communication:

  • Coordinate exchange of information and knowledge products internally and externally of the NSPAW;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education:

  • Master’s degree in a relevant field in social science, development, social inclusion or gender studies.

Experience:

  • A minimum of 7 years of experience working in the field of gender equality and development, with progressive roles in GEWE policy advisory and technical support provision;
  • Demonstrated experience in providing high level technical assistance and coordination support to government, CSOs and development partners is required;
  • Previous work experience on Gender Equality and Women’s Empowerment in developing country context is required, preferably with government systems;
  • Work experience in the UN system is an advantage.

Languages:

  • Fluent in oral and written English is a must, Myanmar language an added advantage;
  • Knowledge of the other UN official working language is an asset.
