Thailand is firmly established as a middle-income country.  Economic growth over the last two decades has been impressive: poverty has fallen by around two-thirds since 1990, despite the 1997 economic crisis from which Thailand has fully recovered.  This prosperity, combined with a growing awareness of and commitment to child rights, has resulted in successive governments investing in the wellbeing and future of children.  These investments have brought hugh, often life-changing benefits to millions of children. 

 

How can you make a difference?

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to undertake two tasks; i) Develop a concept note for the need to have a joint UNICEF ASEAN WASH Declaration clearly outlining the rationale for the joint WASH declaration and outlining the Declaration and a road map/work plan for the effective implementation of the principles and programmes agreed in the declaration and ii) develop a regional WASH strategy outlining the situation of WASH in the region and identifying key strategic approaches for supporting UNICEF Country Offices in the achievement of WASH results as outlined in their Country Programme Documents. The consultant will also identify a regional road map for the effective implementation of the Regional WASH strategy towards the attainment of its global and regional goals in both regular development and humanitarian context.

 

Background:

WASH has been one of the programmatic priorities for UNICEF in the East Asia and Pacific region in its Regional Office Management Plan (ROMP) 2018-2021, aiming for addressing the persisting challenges, i.e. low sanitation and hygiene coverage levels (high levels of open defecation, water quality etc.), as well as looking into the emerging programmatic areas such as climate change, disaster risk reduction, and urban inequities – largely in line with UNICEF Global WASH Strategy 2016 - 2030 and the new global UNICEF Strategic Plan 2017-2021.  WASH indicators are included in the headlines, “Early moments matter” (% of population using safely managed sanitation services, including hand-washing facility with soap and water) and “Children grow up in a safe and sustainable environment” (% of population using safely managed drinking water services). To ensure the alignment and progress of sanitation and hygiene situation, strategic approach focusing on high-risk countries will improve overall regional WASH situation.

At the country level, UNICEF supports WASH programmes in 12 East Asia and Pacific countries. In each of these countries, UNICEF has technical staff working with partners in support of governments to achieve its national goals on WASH and contributing towards the attainment of Sustainable Development Goals. The UNICEF East Asia and Pacific Regional Office (EAPRO) role has been to support all UNICEF Country Offices in the region in ensuring equitable Water, Sanitation and Hygiene (WASH) for all children, with EAPRO WASH support mainly through: i) Technical Support and Capacity Development to country offices for ensuring quality (equity/gender-sensitive) WASH programming in the region, ii) Data Evidence and Knowledge Management which include undertaking region-led studies, assessments, evaluation, data and evidence generation and use in advocacy and policy briefs/changes; support country offices to strengthen knowledge management, innovations and data for children initiatives, iii) Advocacy and Partnerships, promoting Innovation and exploring best approaches / strategies for engagement in Emerging areas as urban WASH, Climate Change, iv) Inter-Sectoral initiatives such as modelling and expanding Joint WASH Nutrition initiatives using Joint TOC and WASH Nutrition Toolkit, strengthening of WinS at scale including MHM and WASH in Health Care Facilities, WASH-Gender reviews and equity focus in WASH Programme and integration of WASH in Communication for Development and Technology for Development Initiatives will be the priority of WASH EARPO and v) Leveraging Resources and partnerships for mobilizing domestic resources and partnerships, and for ending open defecation. Regular donor report, annual progress reports as well and regional and country progress reports have documented the progress and lessons.

At the regional level, UNICEF works with many governmental and intergovernmental bodies for the promotion of WASH rights and works in close collaboration with the Association of South East Asian Nations (ASEAN) which is an inter-governmental body of 10 countries[1] in the region. A Framework Agreement of Cooperation has been signed between UNICEF and ASEAN with the focus on supporting ASEAN as a regional body and its 10 Member States to meet their commitments under the Convention on the Rights of the Child and the Sustainable Development Agenda. The Framework Agreement between UNICEF and ASEAN significantly contributes to the implementation of UN-ASEAN Declaration of Partnership. A five-year plan of action/work programme has been developed and operationalized as part of the Framework Agreement of Cooperation and is under implementation to realize the ASEAN Vision. A mid-term review of the ASEAN-UNICEF joint work programme 2017-2020 was held in Jakarta on 30th of April 2018 in which the Deputy Secretary-General, ASEAN Socio-Cultural Community agreed to have a Joint UNICEF ASEAN Declaration for promotion of Water Sanitation and Hygiene in the region as WASH continues to be one of the priorities of ASEAN.

Against above background, and as 2018 marks the start of a new Strategic Plan and the Regional Office planning period, UNICEF EAPRO is seeking a consultant to help develop a Joint UNICEF ASEAN WASH Declaration for the realization of both ASEAN Vision and the SDG 6 on WASH in alignment with the ASEAN Vision and ASEAN UNICEF Framework Cooperation Agreement and to design a regional WASH strategy drawing inputs from the Regional WASH Formative Evaluation (ongoing) in alignment with its Global WASH Strategy, Strategic Plan and the ROMP.

 

[1]  ASEAN member states include Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. 

 

Work Assignment, Work Schedule, and Deliverables:

Main Tasks:  Work planning/Inception  

Task Details: Develop a detailed workplan, in consultations with regional office, list of references             

Deliverables:  Revised Workplan/inception report

When:  3 days by 1st week of September 2018

 

Main Tasks:  Desk/Document Review -  Analysis & consolidation of findings to develop a concept note for Joint UNICEF ASEAN WASH Declaration            

Task Details: 

  • Review and analysis of existing WASH situation in the region
  • Develop draft outline of joint WASH Declaration in iteration with UNICEF WASH team and the ASEAN Socio-Cultural/Health pillar heads/teams
  • Facilitate consultation (remote) and sharing of draft declaration with the ASEAN body and UNICEF for inputs and finalization of the Declaration integrating critical elements of the positioning of the WASH sector from the perspective of adapting to climate change, building resilience and the urban context and 
  • Finalize a Joint UNICEF ASEAN WASH declaration for endorsement by the ASEAN council

Deliverables:    

  • Draft concept note of the Joint UNICEF ASEAN WASH Declaration with methodology on the finalization of the joint declaration
  • Joint consultation with the Socio-Cultural pillar team od ASEAN and final draft of the declaration

When: 

5 days for the concept note by third week of September 2018

10 days for the Declaration and Road map by end of October 2018

 

Main Tasks:   

Desk/Document Review -  Analysis & consolidation of findings to develop a Regional WASH Strategy (Draft)          

Task Details: 

  • Review and analysis of existing WASH situation in the region
  • Develop draft outline of the regional WASH strategy in iteration with UNICEF WASH team in RO, HQ and COs in the region
  • Final draft of the regional WASH strategy with a road map for its effective implementation in the region

Deliverables:    

  • Draft outline of the regional WASH strategy with methodology on the finalization of the strategy
  • Final draft of the regional WASH strategy aligned with Global WASH strategy, SDG and ROMP

When:  21 days, by end of November 2018

 

Main Tasks:  Finalization and presentation          

Task Details:   Consolidate feedback into final drafts and finalize the Declaration and WASH strategy        

Deliverables:  Final Joint WASH Declaration and the Regional WASH Strategy      

When:  5 days, by end of December 2018

 

End Product:

The key deliverables will include i) A Joint UNICEF ASEAN Declaration on WASH with key background documents on the rationale for the Declaration and a road map for the implementation of the declaration in alignment with the ASEAN Vision, the joint Action Plan and the SDG 6 and ii) An EARPO Regional WASH strategy with regional situation analysis, key strategic approaches with a Theory of Change and road map for the implementation of the strategy in alignment with the Global WASH Strategy, UNICEF Strategic Plan and the ROMP. 

 

Estimated Duration of Contract:  44 working days between September – December 2018

 

To qualify as a/an [champion or advocate] for every child you will have…

  • Advanced Master’s Degree in WASH (or similar field), Public Health, or Statistic are required.
  • Demonstrated track record in WASH situation analysis, compilation, documentation and publication with experience in working with inter-governmental bodies on compiling WASH progress and issues. 
  • Knowledge of UNICEF WASH programmes and WASH sector in EAPRO highly desirable.
  • Good writing and analytical skills in English are required.
  • Ability to work independently and able to meet deadlines.
  • Excellent interpersonal skills.
