Background

The Inclusive and Equitable Local Development (IELD) Programme addresses structural impediments that prevent women from entering into local economy through removing barriers to accessing public and private capital” l for women’s economic empowerment and entrepreneurship. The programme aims to support and work with local government institutions and the private sector to design, plan, implement and sustain public and private investments that consider the differentiated needs and priorities of economically marginalized women in local economies. The project will foster the full participation of women in local economic development processes (LED), recognizing the reality of entrenched discriminatory attitudes, norms and stereotypes as well as the existing inequitable social and economic structures that work against women’s participation in the economy.

In this context, gender responsive budgeting and planning (GRBP) at the local level is one of the crucial tools to ensure allocation of local government resources to measures that create an enabling environment (e.g. infrastructure and facilities, skills building and social services, etc.) that support greater participation of women in the local economy. Under the programmatic intervention of IELD, the key purpose of promoting GRBP at the local level is to improve the allocation, planning and utilisation of resources for gender sensitive interventions, which is turn will contribute to mainstreaming gender into local economies and development. Integration of GRBP in the local planning processes will also create legitimate space for women’s participation in the local planning and policy making.The purpose of this assignment is to  analyse the current practice and policies; and based on findings of the analysis develop training module for local level GRB in the context of Bangladesh to cater the needs and gaps; and to conduct trainings in three selected areas’ UN Women is seeking proposals from individuals in this regard.

Objectives:

The objectives of this assignment are as follows:

  • To develop clear understanding on GRBP and implementation of GRBP at local level;
  • To develop training modules including training curriculum, session plan and supporting documents;  
  • To conduct training for selected geographical areas and selected participants from local level stakeholders.

Scope of the work and main responsibilities:

  •  Desk review of existing global and national literatures, tools and guides on local level GRBP and based on literature review develop an outline of a training module for local government;
  • In-depth review with relevant stakeholders at local level on current policies and planning practices, gaps and specific needs in relation to GRBP;
  • Training module should highlight the conceptual clarity on GRBP and reflect the local needs that is relevant;
  • Consultant is expected to incorporate Six training sessions (daylong) training schedule and attach complementary handouts for the participants;
  • Content of the module will be prepared in consultation with UN (UNCDF, UN Women and UNDP);
  • The language of the module will be Bangla.

Duration of the Work:Total number of maximum working days required for this assignment is 60 days. The assignment will commence upon signing the contract and expected to be completed by the December 15, 2018.

Duties and Responsibilities

Key expected Deliverables and deadline:

  1. Submission of work plan -03 days;
  2. Submission of draft note on the key contents of training module based on desk reviews and interviews-08 days;
  3. Based on the feedback submission of final Note on the Training module-04 days;
  4. Development of Training Module-10 days;
  5. Submission of final training module after incorporating feedbacks and comments (including field visits)-10 days
  6. Organising 6 trainings (1 day per training) in three selected areas-22 days;
  7. Submission of summary report of training in each distinct-3 days.

Final module submission:N.B. The consultant will make her/him available, if anything requires further edit after finalization.

Required Skills and Experience

Education:

  • At least Master’s degree in Social Science, preferably in Economics, Finance, Gender Studies.

Experiences

  • At least 5 years of relevant experience, particularly in the field of similar type of assignments; 
  • Demonstrated strong capacity to undertake and support gender based analysis from research perspective ;
  • Good background in giving out similar type of trainings.

Language

  •  Excellent communications, analytical and writing skills in Bangla & English;

  • Strong command of English and Bangla.

Travel

As needed based on UN Women travel policy.

Payments for this consultancy will be based on the achievement of deliverables and certification that each has been satisfactorily completed.
