About the job 
Under the supervision of the MEL Team Leader, the MEL Assistant will work closely with the Livelihood and Protection Managers, the Team Leaders in Livelihoods, Cash-Based Interventions and Protection and Education, MEL and program staff as well as partner staff to ensure full readiness and implementation of the DRC Iran MEL system. He/She will support in providing guidance and technical support to the program teams and partner staff in developing high-quality MEL system and data collection tools. He/She will contribute to ensuring full compliance with grants’ documentation requirements, monitor projects and context both formally and informally, communicate MEL information and project progress and help to prepare timely and accurate reports.
 
 
Your main duties and responsibilities will be: 
 

Monitoring & Evaluation

  • Support in ensuring that project monitoring and evaluation arrangements comply with donor agreements and, in particular, ensure that the agreements are concretely operationalized through strategic M&E;
  • Work with the M&E TL and program staff to develop and roll out the MEL Framework for DRC Iran;
  • Work closely with the M&E TL to develop MEL minimum requirements for the Protection, Cash and Livelihoods Units;
  • Assist program staff and implementing partners in developing/updating appropriate qualitative and quantitative data collection tools, templates and methodologies in line with project LogFrames;
  • Assist in recruiting and training data collectors and facilitators in conducting surveys, semi-structured interviews, focus group discussions (FGDs) and other methods of data collection;
  • Assist in data analysis and interpretation to measure progress and impact of projects’ activities;
  • Support as necessary in developing simple databases for collection and collation of data to assist programming (in absence of organizational database);
  • Support program teams to set up an output-level tracker and update the Indicator Performance Tracking Table on a monthly basis;
  • Assist in ensuring data integrity through regular quality checks throughout the data collection, data entry and data cleaning processes;
  • Support in producing timely and quality MEL reports, including ad-hoc reports, to document progress and impact, as requested by the M&E Team Leader;
  • Conduct field visits, collect informal monitoring data through observations and conversations with community members and produce field visit reports;
  • Assist in producing and compiling Success and Learning Stories to address the needs of a number of audiences, including donors;
  • Assist in the organization and contribute to the documentation of program events such as meetings, workshops and training;
  • Contribute to ensuring proper documentation of key MEL activities and reports, in both soft and hard copies;
  • Work with the M&E Team Leader and program teams to conduct documentation reviews of key program documents through regular spot checks, ensuring dissemination of results/recommendations as well as the follow-up;
  • Prepare all needed materials and vehicles for the conduct of MEL activities;
  • Assist in administrative tasks of MEL such as drafting visit requests to BAFIA;
  • Develop an in-depth understanding and technical competence in KOBO and assist in integrating ICT4E solutions to improve the timeliness and accuracy of MEL data as needed;
  • Support in providing training and technical guidance to program and partner staff on M&E systems and KOBO;
  • Help facilitate the conduct of project evaluations in consultation with the M&E Team Leader.

     

    Accountability

  • Support the development and roll-out of the DRC accountability system, including but not limited to and Feedback and Response Mechanisms and Communication with Communities;
  • Support in providing training and technical guidance to program and partner staff on how to mainstream accountability across programs.

     

    Learning

  • Support an environment of learning through regular and active participation in debrief meetings, reflection events and other learning events;
  • Assist in documenting learning for program teams and ensuring use of the documented materials to improve program quality.

Under the supervision of the M&E Team Leader, perform other tasks as required.
 
About you

Moreover, we also expect the following:  
 
Required  Experience and education: 
  • Experience/technical competencies/education and language: (include years of experience)

    • A minimum of 2 to 3 years’ experience in M&E position with local or international NGOs;
    • Experience with data form design, data collection and data entry;
    • Demonstrated ability to work with large quantities of data and convert it into understandable results;
    • Ability to analyze and interpret a large amount of information;
    • Proven organizational skills and ability to manage multiple tasks simultaneously;
    • Demonstrated ability to work cooperatively as a member of a team;
    • Ability to communicate clearly to diverse audiences;
    • Excellent communication and interpersonal skills;
    • Knowledge of MS Word, Excel and Access required;
    • Knowledge of KOBO desirable.
    • Bachelor’s degree in social sciences or other related fields is required; a Master’s degree in a relevant field is an advantage.
    • Excellent Farsi
    • Full proficiency in oral and written English

We offer 
Contract length: Subject to a successfully 3 months' probationary period, the contract would be extended.
