Organizational Setting
 
The Regional Office for Near East and North Africa (FAO-RNE) leads a key Regional Initiative on Water Scarcity. Established in the second half of 2013, the Water Scarcity Initiative (WSI) intends to support countries in coping with one of their most striking challenges\: the pursuit of food and water securities, for a sustainable social and economic development, under an unprecedented severe escalation of water scarcity. The objectives of the WSI are\: enhancing policies, investments, governance and best practices to sustainably increase water and land productivity; providing critical thinking and tools for strategic planning of optimal and sustainable allocation of scarce water resources; implementing a regional collaborative strategy for a water-reform agenda.
With the endorsement of the Sustainable Development Goals (SDG) by the world countries, the WSI has focused its attention to the SDG 6.4 ('By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity') due to the relevant alignment of this SDG with the WSI goals. The WSI has thus developed a project aiming at 'Implementing the 2030 Agenda for water efficiency/productivity and water sustainability in NENA countries' (GCP/RNE/009/SWE), financed by the Swedish International Development Cooperation Agency (Sida). The project has four main outputs\: output 1 (water accounting), output 2 (water productivity), output 3 (Nexus), output 4 (communication).
 
Reporting Lines
 
The International Consultant of Water Accounting, reports to the Regional Programmes Leader and Delivery Manager of the Regional Initiative on Water Scarcity and work in cooperation with FAO partners and technical officers in the RNE and FAO-HQ to address water accounting related challenges in the region.
 
Technical Focus
 
Within the mandate of FAO-RNE, the incumbent will support development, and effective implementation of FAO’s water accounting portfolio in the Near East and North Africa
 
Tasks and responsibilities
 
Tasks include\:
 
  • Lead and coordinating water accounting (Output 1) activities as well as provide relevant regional support (eight partner countries). Bi-monthly activity report will be shared with project CTA and participation in at least 1 support team meeting in the period.
  • Support individual countries in implementing the project output 1 activity (water accounting) according to plans agreed with countries, and updating them along implementation; providing on the job coaching.,
  • Ensure that safeguards are given pro-active attention e.g. gender audits are carried out, potential negative impacts on ecosystems are identified and mitigated.
  • Revise Output 1 methodological protocols  and ensuring that revised protocols\: 1) Complement and supplement  Outputs 2 and 3 protocols and 2) Are adapted on the basis of lessons learnt;
  • Prepare first set of training materials relevant to output 1 on the basis of proposed protocol and review training offers from other partners; Act as a trainer when required, and start provision of on the job training and coaching to Countries
  • Work with FAO project team, help develop communication and policy influencing strategies aimed at generating interest in the Sida Project and reducing the risk of outputs being rejected e.g. by special interest groups. The bi-monthly reporting on output 1 progress will be used for information sharing.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements
  • PhD or Advanced University degree in water accounting or related fields with operational experience; 
  • 15 years of relevant experience in water accounting; 
  • Working knowledge of English and a limited knowledge of French or Spanish or Arabic, Chinese, Russian.

Technical/Functional Skills
  1. Work experience in more than one location or area of work, particularly in field positions is essential; 
  2. Extent Specialist knowledge that encompasses\: hydrology, hydrogeology, hydraulic and civil engineering, agronomy and different aspects of land and water management.
  3. Extent and relevance of experience in water accounting and water resource assessment;
  4. Extent and relevance of experience in training and on the job coaching of country partners on water accounting;
  5. Extent and relevance of experience in organizing and leading meetings and training activities at national and regional level; 
  6. Extent and relevance of experience in the Near East and North Africa region; 
  7. Familiarity with FAO water accounting programs and knowledge of FAO activities, structure and procedures is considered a strong asset.
 
Selection Criteria
  • Extensive experience and knowledge on water accounting issues in NENA region; 
  • Familiarity with the FAO water accounting programs and projects.
