PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million quality-assured ACTs for confirmed malaria cases in 2016. PSI also supports national Ministries of Health to scale up malaria diagnosis especially in the private sector and to improve tracking of malaria patients through surveillance and health information systems, especially DHIS2.

PSI in Niger is seeking an experienced, dynamic and results-driven Chief of Party (COP) to facilitate the scale up of the USAID/PMI-funded IMPACT MALARIA project, advancing progress in malaria service delivery. This COP will be responsible for ensuring technical rigor and the timely implementation of malaria service delivery activities in Niger. We are looking for candidates with significant leadership, management and technical malaria experience.

Your contribution

As the Chief of Party you will be responsible for the overall development, management (financial, administrative, and programmatic), and representation of Impact Malaria. You will perform the following functions:

  1. Technical Oversight of the Impact Malaria Project

  2. Serve as the technical focal point for engaging in policy dialogue with the NMCP centrally on key issues relevant to malaria service delivery activities, which include public sector case management, Malaria in Pregnancy, SMC, etc.

  3. Provide regular updates to the PSI/Washington backstopping and core technical teams on technical implementation of activities.

  4. Ensure that activities are implemented according to technical guidance from USAID and global best practices.

  5. Coordinate technical assistance from sub-contractors to achieve workplan deliverables.

  6. Project Leadership

  7. Act as the project's primary representative with the USAID Mission, international and regional partners, and host-country government officials.

  8. Foster relationships with the implementing partners of the PMI-funded interventions to maximize synergy.

  9. Serve as the focal point for engaging in policy dialogue with the MOH at central and local levels, in conjunction with donors on key issues relevant to increasing uptake for malaria treatment services.

  10. Represent PSI/Niger and all Impact Malaria partners in interactions with donors and government, NGO and private sector partners in Niger.

  11. Program Implementation, Monitoring, and Evaluation

  12. Provide overall oversight of the project and maintain effective and regular communication with the core team, implementing partners, and government entities.

  13. In collaboration with the project technical team, develop project workplan and ensure performance indicators and targets are met, as well as timely completion of activities against workplan deadlines.

  14. Contribute to the development of quarterly/annual programmatic reports and weekly progress updates for the project.

  15. Assist the core team with the production and dissemination of knowledge products.

  16. Personnel, Financial, and Administrative Management

  17. Supervise project technical staff, including the Deputy Chief of Party (DCOP), technical line managers, administrative and finance staff, ensuring that they are successfully managing project activities and achieving deliverables.

  18. Oversee compliance with the goals set in the contract and with USAID regulations and PSI policies and systems.

  19. Ensure sound financial management including programmatic, budgeting, spending, projections and monitoring of payments.

  20. Ensure recruitment and performance management of all Impact Malaria staff in country

  21. Assist the Country Representative with other duties as necessary
