Executive Associate (Budget %26 Finance)

To provide accounting policy guidance, income/awards and budgetary management, financial and treasury services and financial compliance services across the SEA Region. Ensure effective financial controls exist and are properly managed. Ensure income is managed appropriately for all sources of funding, and advise budget centres on all aspects of income and awards management. Monitor the general ledger (GL) and sub ledgers and take action where necessary to correct errors. Coordinate the monthly, annual and biennial financial closure processes at country and regional level.


Under the overall guidance of the Budget and Finance Officer (BFO), the incumbent will\:
1.  Serve as a focal point, with high level of independence and responsibility, to support the provision of financial services, more specifically related to financial compliance, quality assurance and country support functions, as well as supervising a team of GS staff supporting these functions.
2.  Review and scrutinize all proposals submitted for BFO's/DAF's approval to ensure compliance with WHO's Financial Rules & Regulations and Financial Policies. 

3.  Participate in and supervise a variety of financial compliance tasks, including maintaining/ monitoring records for financial compliance functions carried out, such as the following\:
  • Perform post-facto compliance check of service POs to ensure compliance with WHO's Financial Regulations and Financial Rules and gather background information for reporting to Senior management together with recommendations; Review and analyze expenditure and encumbrance data in GSM and provide useful reports to identify trends and internal control gaps.
  • Periodic in-depth post-facto review of Country Office and Regional Office Imprest expenditure together with background documentation/supporting and reporting the results to the to the Imprest Holders and Senior Management;
  • Prepare background information and carry out in-depth analysis of expenditure patterns for ad-hoc reports on specified areas of interest for compliance review to Management, when requested; 
  • Prepare consolidated reports on findings from review of Imprest returns / compliance check, related recommendations, monitoring and follow up for implementation of the recommendations. 
4.  Provide regular support and guidance to all country/field offices in the operation, management and reconciliation of Country Offices eImprest accounts including analysis of receipts and payments, verification of bank and cash reconciliations including long-outstanding items, confirmation that the Imprest balances equal the General Ledger balances, ensure timely replenishments to Country Office Imprest accounts, monitor and revise Imprest levels; clear generic GLs of eImprest.
5.  Provide support to programme managers/project leaders/WRs/BFO on the assessment of risks associated with the cash transfers under Direct Financial Cooperation (DFC) mechanism and assist on various assurance activities in managing or mitigating these risks. Monitor and track the status of DFC advances and report to senior management on the status of delinquent DFC advances. 
6.  Plan work priorities, supervise staff and evaluate performance. Coordinate with HQ, WCOs and technical units. 
7.  Advise and train BFU and technical unit staff, draft comments /correspondence related to the incumbent's area of work. 
8.  Replace other Executive Associates in BFU during their absence. Perform any other task as assigned by the supervisor.



Essential\: Secondary school education with specialization in budgeting and accounting.
Desirable\: Training or diploma in financial accounting.


Essential\: At least 10 years of progressively responsible experience in finance and accounting area.
Desirable\: Experience in a UN or a comparable international Organization.


Knowledge of principles of accountancy and information technology for extracting quick and correct information from financial database. Knowledge of Excel spreadsheets and application of excel skills as applied to data generated from the GSM. Thorough in-depth knowledge of WHO Financial Regulations and Financial Rules, eManual provisions, WHO's awards end to end financial procedures and guidelines.

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,367,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
