The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, requires an experienced and qualified Lao National to fill the position of Sr. Budget Associate, IMIS No. 68482 at (GS-7) level, to be based in UNICEF Country Office in Vientiane, Lao PDR.

The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, requires an experienced and qualified Lao National to fill the position of Sr. Budget Associate, IMIS No. 68482 at (GS-7) level, to be based in UNICEF Country Office in Vientiane, Lao PDR.

Duties and responsibilities:  

Under supervision of the Deputy Representative, performs a variety of specialized tasks in support of the preparation, planning, monitoring, and control of the budget and overall programme implementation, involving several different sources of funds and several programmes. The incumbent will perform the following tasks:

1). Organizes data and information, prepares and maintains records, documents and control plans for the monitoring of programme implementation. Coordinates monitoring of, for example, programme travel plans, field monitoring visits, training plans etc.  Supports the programme coordination activities for the programme as a whole.

2). Supports Deputy Representative in overall programme budget planning, management and monitoring in VISION.  Generates monitoring reports, for example, to monitor Grant management and utilization, overall Direct Cash Transfer levels, outstanding donor reports, cost distribution, and payroll and recommends action for follow up.  Prepares data for Country Management Team review, for Regional Office reporting purposes (e.g. for Direct Cash Transfer over 6 months and non-compliance with Management Report targets), and for Mid-Year and Annual Reviews.

3). Maintains office Grants files and ensures correct registration in SAP/VISION.  Drafts reallocation of funds at the request of programme sections.  Reconciles Grants balances in SAP/VISION.

4) Prepares annual staff payroll table, assigns cost distribution based on available budget from programme sections and regularly monitor monthly payroll runs.

5). Contributes to the preparation of reports, programme documents and correspondence with government by providing information, preparing tables and drafting relatively routine sections.  Prepares background information for use in discussions with the office, government and other organizations. Records donor proposals and budget. Follows up with programme sections on timely submission of donor reports in the system. 

6). Maintains office files for scheduling and monitoring of Harmonized Approach to Cash Transfer (HACT) activities (micro-assessments, spot checks, schedule audits, programme visits …). Collates data for planning of HACT assurance activities and follow-up with sections on implementation of HACT activities (spot checks, micro-assessments, scheduled audits), and ensures reports are maintained in a central filing system.

7). Performs other duties, as required. 

To qualify as an advocate for every child you will have…

•    Completion of secondary education supplemented by qualifications in business administration or accounting.

•    Seven years of progressively responsible clerical or administrative work, of which at least one year is closely related to support of programme activities and budget management.

•    Fluency in English, knowledge of local language is an asset.

•    Knowledge of additional UN languages is an asset.

•    Strong skills in the use of Microsoft (Excel, Word, PowerPoint).

•    Knowledge of SAP, and an ability in using Internet, E-mail an asset.
