Each year, on average, WFP feeds more than 90 million people in over 80 countries.     Responsibilities Supply chain management is at the core of WFP’s humanitarian response and therefore an area of strategic focus. WFP aims to continuously strengthen its supply chain capabilities by identifying, designing and implementing projects around the five pillars of strategy, structure, processes, systems, and people. The Supply Chain Budget Specialist works within a business support team, working together with OSC Division Management and OSC Units, running budget analysis, forecasting and monitoring, in order to apply best practice approaches that support the efficient, effective and compliant utilization of funds.   In line with this overarching goal, the candidate will manage and provide support for the following activities:   * SC financial management and reporting: Produce monthly financial overview of SC funds. * Support monitoring of fund utilization, and advance financing, loan and borrowing/repayment and refinancing arrangements and alert supervisor to approaching deadlines for potential resource shortfalls/surpluses and propose appropriate solution. * Support in the analysis and collation of data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders. * Support implementation of planning tools to secure efficient and full utilization of resources made available for Supply Chain Division. * Liaise with all special accounts’ fund managers to produce the quarterly financial report to SC management. * Support development and/or recommendation of procedures related to SC financial management. * Develop templates to harmonise the funds management function within the division. * Support a wide range of actions related to SC human resources funding allocations and funding adjustments. * Review the correct allocation of expenditures according to the budget structure and WFP Rules and Regulations. * Contribute towards the development of plans, processes and procedures ensuring compliance with wider WFP policies and standards. * Coordinate with other service units and liaise frequently with specialized staff on budget best practices and procedures. * Perform financial analysis: Evaluate and assess the impact of proposed changes and propose recommendations on follow up actions. * Capacity Development and Supervisory support: Support to organise trainings for supply chain funds management staff. * Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals and guidelines.    Skills Requirements * Verbal and written fluency in English, other UN languages are considered an advantage * Expertise in budget monitoring, financial reporting and cash management * Ability to produce high-quality financial reports, including graphically-based PowerPoint presentations as well as text documents * Analytical abilities, both quantitative and qualitative; ability to leverage analytical skills into advanced data models and tools * Ability to provide financial recommendation in business projects * Strong time management skills with an ability to plan ahead, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully, and to work to tight deadlines * Self-motivated and proactive, able to work with a high degree of autonomy * Ability to interact with senior leaders and a wide range of stakeholders with credibility and tact * Good interpersonal and communication skills, ability to perform in a multifunctional team setting * Fully committed and motivated to achieve the aims of the World Food Programme     Terms and Conditions WFP offers a competitive compensation package which will be determined by the contract type and selected candidate’s qualifications and experience.   Please visit the following websites for detailed information on working with WFP. http://www.wfp.org Click on: “Our work” and “Countries” to learn more about WFP’s operations.     Deadline for applications: 10 September 2018 Ref.: VA No. 87461     Qualified female applicants and qualified applicants from developing countries are especially encouraged to apply WFP has zero tolerance for discrimination and does not discriminate on the basis of HIV/AIDS status
