Organizational Setting

The Office of Human Resources develops, recommends and facilitates implementation of human resources policies, procedures and services and advises management on appropriate measures and strategies to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce. OHR administers the Organization's human resources management programmes, in particular in the areas of talent acquisition, position management, recruitment, mobility, staff development and social security. It supports the HR Units and staff throughout the Organization, in the SSC and the Regional Offices, to ensure that HR processes and programmes are delivered in a consistent, effective and efficient manner.

FAO International Consultants and Call purpose

The Organization frequently engages experts to work on short-term projects as international consultants. An international consultant is engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment can be from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.


The objective of the Call is to attract talented individuals with experience and background in Learning and Performance Management to populate the Learning Specialists Roster. Experts who are registered in the Roster are available for consideration whenever relevant opportunities arise.


Reporting Lines


The incumbent reports to a Senior Human Resources Officer

Technical Focus
Performance management, training, capacity development 
Tasks and Responsibilities
  • Assist supervisors and staff members with understanding and using the Performance Evaluation and Management System (PEMS)
  • Contribute to the assessment of training needs and design and facilitate interactive learning events including workshops, webinars and blended learning programs in various areas of performance management
  • Propose competency development activities based on the PEMS quality review findings
  • Contribute to the definition of systems requirements to further develop and maintain the online performance management system
  • Assist in the development and implementation of performance management policies, procedures and support tools to meet the evolving needs of the Organization
  • Evaluate performance management initiatives and recommend ways to enhance effectiveness and impact
  • Contribute to the development of a rebuttal process for addressing cases of disagreement by staff members during appraisal
  • Assist with the preparation of policies, position papers and briefing notes as needed
  • Liaise with the social media team in the Office of Corporate Communications to undertake special targeted campaigns as needed
Minimum Requirements
  • Advanced university degree in human resources management, education, social sciences, or a related field
  • Five years of relevant experience in human resources including expertise in the areas of performance management, training and capacity development
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills

  • Work experience in more than one area of work
  • Extent of knowledge of technology enhanced learning software/systems, learning design practices and developing blended learning programs
  • Extent of experience preferably in the context of the UN common system of rules and regulations, policies and procedures relating to performance management
  • Extent and relevance of experience in guiding, training and advising supervisors and staff members on performance management
  • Familiarity with formal and informal reward and recognition policies and procedures
  • Familiarity with formal and informal conflict resolution related to performance management
