Suva-Nausori Corridor Traffic Analysis Consultant
The immediate objective of this assignment is to carry out a thorough analysis of the Suva-Nausori transport corridor, mainly of Kings Road, to identify main reasons of the persistent traffic congestion and then come up with short- and long-term options to improve the traffic conditions of the corridor. The results of this work are also expected to contribute to Fiji’s comprehensive efforts to transition towards sustainable transport.

Fiji is a member of GGGI, and the GGGI office in Fiji was established in 2015 in Suva and is based within the Ministry of Economy. GGGI carries out projects in partnership with the Ministry of Economy and other Ministries and Departments of the Fijian Government. GGGI has been working closely with the Ministry of Infrastructure and Transport to identify the next steps needed for sustainable and affordable land transport and the Ministry of Infrastructure and Transport is the counterpart government Ministry for this work.
Project Background
Being the political, economic, and cultural epicenter of Fiji, Suva has been leading urbanization in Fiji. As urbanization of Suva continues, it is putting more pressure on the transport corridor connecting Suva and Nausori of about 19 km long, particularly on Kings Road. Travelers on the corridor often suffer from severe congestion. Although the congestion is largely one-directional and concentrated at commuting times to date, the traffic conditions are expected to be exacerbated given the importance of this corridor in term of mobility and the growing number of cars in the neighboring provinces.
Recognizing the urgency and gravity of this issue, this assignment will carry out a thorough analysis of the Suva-Nausori transport corridor to identify main sources of the problem and then formulate short- and long-term options to improve the traffic conditions of the corridor. The analysis will include gathering relevant traffic and infrastructure data on the corridor; assessing the status of on-going road construction work along the corridor and its impact on traffic; examining national and provincial transport policies and plans that might affect the corridor; exploring various options to enhance the traffic conditions, such as dynamic lane control (variable lanes), high occupancy vehicle (HOV) lanes, traffic signal coordination (as part of intelligent transport systems), bus rapid transit (BRT), light rail transit (LRT), etc.; conducting a high-level modeling (or simulation) to estimate the impact of selected options; and analyzing financial requirements to implement the options.

Objectives/Purpose of the Assignment

If deemed useful, this work may draw upon the on-going land transport sector LEDS (Low Emission Development Strategy) project and reciprocally results of this analysis may also be reflected in the LEDS project.

The consultant will report regularly to GGGI Pacific Regional Representative in Fiji and GGGI Principal Transport Specialist in Seoul. Deliverables to be produced during this assignment include:
The deliverables described above are interlinked. Therefore, the consultant should produce these reports not in isolation but with a holistic view of the assignment under the guidance of GGGI. The schedule of the deliverables is as follows:
All documents must be in English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in hard copy and electronic formats along with complete sets of raw data, research materials, and related information. All of the consultant’s work products developed and used for this assignment will be transferred to and become the property of the Global Green Growth Institute and the Government of Fiji.
