The purpose of this Consultancy is to carry out a socio-economic impact analysis that presents the costs and benefits of increased adoption of RE & EE technologies in PNG. A comprehensive understanding of the national socio-economic context is required to determine the economic, social and environmental dimensions of current and future energy scenarios compatible with the national energy sector and the government’s development plans. Analysis will utilize existing empirical knowledge related to the socio-economic benefits of RE&EE. Through inference, these will then be applied to the PNG context to present social, environmental, and economic benefits compared to a business as usual scenario. The output of this consultancy will form a part of a package of recommendations to the government of PNG to support the promotion and scale up of RE and EE technologies.

Introduction:

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. The organization is owned and driven by 28-member countries, including Papua New Guinea (PNG) who is a founding member of GGGI.

 

GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Investment and Policy Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

Papua New Guinea – Country Context

PNG is one of the most vulnerable countries to the adverse effects of climate change. Adapting to and mitigating the impacts of climate change remains a high priority for the government. Efforts in this direction are guided and supported by existing policies and strategies, such as the Vision 2050 Plan, the National Strategy for Responsible Sustainable Development for PNG, the PNG Climate Change (Management) Act, and the National Climate Compatible Development Management Policy. PNG ‘s current economic development is seeing a growth in fuel use therefore a big effort will be to reduce fossil fuel emissions in the electricity generation sector by transitioning as far as possible to using renewable energy. The target in this respect will be 100% renewable energy by 2030, contingent on funding being made available. In addition, PNG plans to improve energy efficiency sector wide and reduce emissions where possible in the transport and industrial sectors.

 

Through a series of consultations and scoping exercises in 2017 and 2018, GGGI identified priority areas of support including agriculture productivity, RE & EE and vulnerability to climate change.   

 

In partnership with UNDP’s “Facilitating Renewable Energy and Energy Efficiency Applications for Greenhouse Emission Reduction” project (“FREAGER” or the “Project”) GGGI is currently supporting the government of PNG to improve RE & EE policy and regulations by conducting (i) a socio economic analysis of the benefits of RE & EE for the PNG economy (ii) a policy gap analysis for increased RE & EE adoption; and (iii) policy guidelines and dissemination through workshops in PNG.     

Objectives/Purpose of the Assignment:

The purpose of this Consultancy is to carry out a socio-economic impact analysis that presents the costs and benefits of increased adoption of RE & EE technologies in PNG. A comprehensive understanding of the national socio-economic context is required to determine the economic, social and environmental dimensions of current and future energy scenarios compatible with the national energy sector and the government’s development plans. Analysis will utilize existing empirical knowledge related to the socio-economic benefits of RE&EE. Through inference, these will then be applied to the PNG context to present social, environmental, and economic benefits compared to a business as usual scenario. The output of this consultancy will form a part of a package of recommendations to the government of PNG to support the promotion and scale up of RE and EE technologies.


Scope of Work:

The Consultant shall conduct the below tasks in close coordination with GGGI.

 (1)    Carry out socio-economic impact analysis related to increased adoption of RE & EE technologies in PNG

-        Literature review and scoping: The consultant shall complete a review of existing empirical evidence of the socio-economic impact of increased adoption of RE&EE. The review shall not be limited to PNG. Where possible, this will have particular focus on countries with similar development status as PNG. The consultant shall also complete a review of related secondary research of PNG energy sector and overall economic development trends. This could include energy access trends, project pipelines, grid electricity mix and capacity, regional economic development trends, cost of supply, risks from the adverse impacts of climate change to the energy sector, grid extension plans, disaggregated energy end-use etc.    

-        Profiling business as usual and RE&EE scenarios: The consultant shall analyse current energy sector and socio-economic trends to develop a BAU scenario. Following this, an alternative scenario of RE&EE adoption will be developed based on a balance between national plans and what can be considered a feasible pathway...

-        Predicting impacts: Based on the compiled empirical evidence and scenario analysis, the consultant shall provide an estimation of the social, economic, and environmental impacts of both scenario pathways.

 

(2)    Advise GGGI’s project team on local socio-economic and governance modalities, particularly pertaining to those that affect the development of energy projects (land rights, local political economy, crime and safety, community relations etc.).

 

(3)    Support GGGI’s project team to conduct stakeholder consultations and site visits through assisting with logistical coordination and providing advice on local stakeholder modalities.

 

Output/Reporting Requirements/Deliverables:

The outputs of this project are as follows (however, the Consultant may be required to produce additional output(s) as deemed reasonably necessary by GGGI):

•        Output 1: An inception report outlining the Consultant’s understanding of the required tasks, identified issues/initial findings, and work plan (maximum 5 pages).

•        Output 2: An interim report outlining the narrative of the analysis described above in Task (1)

•        Output 3: A final report complete the analysis described above in Task (1) (Maximum 30 pages, plus appendix if necessary)

-        The reports should include an appendix, documentation and key points of all stakeholder consultations conducted, a list of all persons consulted, and literature referenced;

-        This shall incorporate any revisions and comments provided by GGGI on the interim report

•        Output 4: A detailed Power Point presentation outlining the key messages and information packages in a compelling format

 

All reports must be in English, in accordance with GGGI’s formatting requirements, and submitted in electronic format along with complete sets of raw data, research materials, and interview notes.

 

All references must be cited in the report and must identify original source (e.g. project implementing authority, delivery authority, execution authority etc.)

Qualifications/Experience/Expertise

The assignment will require a Consultant with the following qualification:

 

  • Advanced degree (Master’s level or higher) in environmental management, climate change mitigation, clean energy, engineering, environmental sciences, evaluation, economics, or a related subject with at least 5-7 years of research experience; solid track record in sector level socio-economic and environmental assessment and/or public investment appraisal;
  • Experience in socio-economic analysis of public infrastructure overall and expertise in RE & EE preferred;
  • Experience working with the PNG government and international organizations a plus;
  • Proficiency in written and spoken English;
  • Experience writing professional reports and presenting analysis clearly and methodically.
