VACANCY ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL
UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation.
The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. This position is located under PTC/ENV/SCD; UNIDO’s Environment Department (ENV) contributes to inclusive and sustainable industrial development by improving the environmental performance, resource productivity and safety of existing, as well as supports the creation of new industries providing environmental goods and services. Responsible for supporting developing countries and countries with economies in transition to implement the Stockholm Convention on Persistent Organic Pollutants (POPs) and related industrial development aspects, the Stockholm Convention Division of ENV supports the transfer of technology and techniques for the environmentally friendly and sound elimination of POPs through the introduction of appropriate technologies and approaches.
PROJECT CONTEXT In line with the overall objective of the Stockholm Convention, which is to protect human health and the The Global Environment Facility (GEF) Council approved in 2014 the Project Identification Form (PIF) GEF 5300 Regional Demonstration Project for Coordinated Management of ODS and POPs Disposal in Ukraine, Belarus, Kazakhstan and Armenia. A final detailed project document for this full-sized Project (FSP) was approved in 2017. While the project seeks regional solutions, the national sub-projects are delivering a number of activities independently. In Armenia these deliverables are related to analyses of oils from inventorized equipment, PCB regulations, and phase-out/treatment /disposal planning. The Ministry of Nature Protection of the Republic of Armenia will act as the Executing Agency, and has assigned Environmental Monitoring and Information Center for provision of services related to the conduct of activities for the sub-project in Armenia. In order to support the Ministry of Nature Protection oversee the contracted activities efficiently and adhering to best practices prepare, a national expert is recruited. The main task of the consultant is to ensure quality of the PCB inventory data compiled as well as provide expert input on developing the PCB management plan for low and high concentration PCBs in Armenia. Duty Station: Yerevan, Armenia Approximate duration: 12 months
Advise and assist the Ministry of Nature Protection and EMIC in planning the project activities, inventory taking scheduling and project result monitoring; Review intermittent PCB inventory and advise on appropriate reporting ensuring development of a management plan for PCB containing equipment and material; Review domestic disposal options for various PCB containing material in Armenia; Provide expert input into developing follow-up action on PCB management in Armenia and drafting associated project concepts.

Advanced university degree in Science or Engineering or other relevant discipline with a specialization in chemistry or environmental sciences.
Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, particularly Russian is desirable.
Field of Expertise
A minimum of 5 years practical experience in the field of hazardous waste management.
