International Consultantcy in Papua New Guinea: Child Protection Individual Consultant (11 months)

UNICEF aims to enhance the capacity of the Office of Child and Family services in improving national case management system for child protection and for Provincial Divisions of Community Development in modelling the implementation of Child protection Act and National Child Protection policy. The purpose of the consultancy is to strengthen the capacity of the Office of Child and Family Services at national level and the Division for Community Development at provincial and district level to be able to accelerate implementation the Child protection Act (2015) and the National Child Protection policy (2017-2027). The specific objectives of the consultancy are: • Strengthen systems for early detection, referral and case management and enhance the effectiveness of care and support services provided for children in need of protection • Contribute to accelerated implementation of National Child protection Policy by enhancing provincial level capacity for planning, advocacy and resources mobilization and delivery of child protection services.

Major Tasks:

Strengthen systems for early detection, referral and case management and enhance the effectiveness of care and support services provided for children in need of protection

3.1. Undertake rapid assessment of current case management of practices for children in need of protection in Papua New Guinea and document lessons learned.

3.2. Facilitate the development of case management standards and training resources for child protection officers in line with national operational guidelines for child protection.

3.3. Carry out training, mentoring of child protection officers and volunteers in three provinces on case management in three provinces.

Contribute to accelerated implementation of National Child protection Policy by enhancing provincial level capacity for planning, advocacy and resources mobilization and delivery of child protection services

3.4. Support the establishment, training and mentoring and functioning of three provincial Child and Family Services Council and 6 district Child and Family services Committees as provided for in National Child Protection Policy including development of council rolling workplans.

3.5. Work with provincial and district child and family services councils and undertake child protection capacity assessment and services mapping in the targeted provinces and districts.

3.6. Based on evidence from capacity assessment and services mapping, support development of essential packages of preventive and responsive protection services for children.

3.7. Work closely with provincial and districts councils develop multi-sectoral budgeted rolling child protection plan for integration in to provincial and district services improvement plan.

3.8. Develop 2 concept notes and 2 proposals aimed at accelerating implementation of child protection act and national child protection Policy and contribute to donor reports.

* The contract will be for a period of 11.5 months all of which is based in Papua new involving at least 50% travel to project locations in the three targeted provinces. Payment based on satisfactory completion of tasks and submission of deliverables indicated above duly authorized by the supervisor.

Qualifications and Competencies of Successful Consultant:

  • Advanced university degree in Social Sciences, Social Work, Psychology, Child Welfare, or policy and planning or other directly related fields.
  • At least 10 years of relevant and professional experience in social work, social services, social policy at national and international level
  • Solid knowledge and experience of child protection systems strengthening, case management and training and mentoring multi-disciplinary team at international level.
  • Experience in assessment, research and monitoring and evaluation
  • Proven expertise and experience in working with national and sub-national government structures and in coordinating with different stakeholders
  • Knowledge of the legal systems as well as socio-economical and geo-political drivers in PNG is an advantage.
  • Proven ability and experience in leading and facilitating training workshops on multidisciplinary and multicultural teams;
  • Multidisciplinary skills and the ability to communicate effectively;
  • Ability to work both independently and as part of a team;
  • Familiarity with UNICEF mission and mandates

Performance review and supervision:

- The consultant reports directly to UNICEF Chief of Child Protection Section.  Regular biweekly briefings will be held between the consultant and UNICEF Chief of Child Protection to monitor progress, exchange information, identify support requirements, and make necessary work adjustments.

- Performance indicators: submission of deliverables on timely manner; quality of the outputs; level of professionalism; and communication skills.
