General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level universtiy degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven ability in policy analysis and policy formulation with regard to specific international and regional situations;
  • Previous significant experience in analysing political developments;
  • Thorough understanding of multi-disciplinary issues in international co-operation and development;
  • Proven management skills;
  • Professional fluency in the English and the ability to draft documents clearly and concisely;
  • Very good knowledge of the Russian language; knowledge of Kyrgyz language would be an advantage;
  • Strong communication and analytical skills;
  • Flexibility to adapt to changing circumstances and to respond to emergency situations;
  • Demonstrated ability and willingness to manage and work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Working experience in one or more of the main functional areas of the POiB's mandate, preferably in an international environment;

Tasks and Responsibilities

The Head of the Politico-Military Unit supervises the activity of the Politico-Military Unit and is responsible for the development, implementation, evaluation and impact assessment of the Politico-Military Dimension (PMD) programme as the tool to achieve implementation of the relevant aspects of the OSCE POiB mandate. The incumbent co-ordinates the programmatic (project-related) work of all members of the PMD programme. Under the supervision of the Head of Programme Office in Bishkek (H/POiB) and Deputy Head of Programme Office in Bishkek (DH/ POiB), the incumbent will be performing the following functions:

  1. Providing support and advice to the H/POiB and DH/POiB on policies and major issues regarding the implementation of the POiB politico-military activities;
  2. In the limits of the POiB mandate, monitoring and reporting on the developments in the host country from the politico-military perspective;
  3. Following implementation of the politico-military commitments;
  4. Defining the strategy of the PMD and allocation of necessary resources for the PMD programme through the programme budgeting process;
  5. Ensuring the full implementation of the politico-military activities in compliance with the OSCE's Common Regulatory Management System (CRMS);
  6. Ensuring that all projects pertaining to politico-military activities (on transnational threats; law enforcement cooperation; security sector governance; fight against terrorism and violent extremism; fight against organised crime and drug trafficking) are    adequately developed, implemented, monitored and reported on;
  7. Informing senior management of political priorities, identifies priority projects and important cross-departmental issues, participates in and contributes to planning initiatives for the POiB;
  8. Consulting, co-ordinating and collaborating with other Programme managers on cross dimensional issues and projects;
  9. Representing the POiB at relevant PMD activities;
  10. Identifying local and international stakeholders relevant for the fulfilment of the PMD programme and maintaining regular communication with them;
  11. In the limits of the mandate, co-ordinating programmatic co-operation and work with local governmental and non-governmental sectors, political parties and entities, communities, regional and international stakeholders; participates in inter-agency meetings and advising on political and security issues of common concern;
  12. Supervising the staff of Politico-Military Unit;
  13. Performing other duties as required.
