ORGANIZATIONAL CONTEXT

Strengthening the internal Performance Management and Accountability frameworks and practices is one of the most relevant current challenges that international organizations, specifically UN organizations, are facing. External donors and Senior Management of organizations have identified this as a top priority and a key to ensuring organizations are working efficiently and effectively. Within the Human Resources Division, the Individual Performance Strengthening Branch plays a key role in this area. This branch focuses on strategies and tools that support the alignment, engagement, and performance management of the staff in the organization. Strengthening individual performance management is a top priority for WFP.

JOB PURPOSE

The Individual Performance Strengthening Branch is seeking a consultant who will be a focal point for driving change in the performance management culture and day-to-day practices at WFP. Working closely with managers at all levels, HR colleagues and staff globally, the consultant will contribute to the development and adoption of new performance management initiatives. The position requires excellent communication skills with the ability to persuade and influence a wide range of key stakeholders and adapt communication style to different audiences. The role requires flexibility to travel to deliver training and support to colleagues in many of the 80 countries where WFP is present. The HR division as a whole is undergoing innovative and dynamic change, as it is further strengthening its role as a strategic partner to Country Offices, Regional Bureaux, and HQ Divisions. The consultant will contribute to this strategy and help guide the overall change process.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute to the effective development, engagement with and implementation of a new performance management process and tool
  • Lead communication and engagement plans/strategies;
  • Devise the strategy, outlining the key steps and timeline to help change the performance management culture and practices within the organization, including key metrics to assess the impact of culture change;
  • As part of the desired cultural change process, help develop relevant training sessions and travel to Country Offices and other deep field locations to provide such training and guidance to managers on carrying out performance management related activities including giving feedback; coaching; goal setting and development planning;
  • Prepare and revise as necessary materials and resources related to effective performance management
  • As required, review and revise as necessary policies and guidelines
  • Build networks and engage with counterparts in other UN agencies on the above matters and share experiences and best practices; stay relevant and up-to-date with market practices and external networks to reinforce capabilities, credibility, and share new information with colleagues
  • Assist with other projects and initiatives within the team, as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Education

Advanced university degree in Human Resources, Organizational Change Management, Organisational Development, Business Administration or a related field, or first level degree with extensive work experience.

Language

Fluency (level C) in English required. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is an asset.

Experience

  • A minimum of seven years of progressively responsible experience in human resource management, at least three years of which should have been related to change management.
  • Practical knowledge and experience of effective change management processes including stakeholder analysis, engagement strategies, dealing with resistance, embedding new ways of working
  • Proven track record of delivering change initiatives with tangible outcomes and impact
  • Knowledge of current best practice in managing performance in organisations is desirable
  • Experience in the design and delivery of capacity building sessions and development of materials and resources related to performance management.
  • Excellent communication skills and the ability to deliver engaging interactive workshops and learning experiences.
  • Demonstrated ability to effectively partner with and advise colleagues at all levels, including senior managers.
  • Action-oriented and a demonstrated capacity to deliver high-quality work and meet demanding timeframes.
  • Experience in working in multicultural environments and ability to flex approach to the particular cultural context.
