ORGANIZATIONAL CONTEXT

WFP supports the Ethiopian Government through a range of life-saving and resilience-building activities, as well as providing assistance in refugee camps. We use food, cash, nutrition assistance and innovative approaches to improve nutrition, empower women, build local capacities and enhance preparedness to climate-related shocks.

JOB PURPOSE

To lead budget and resource analysis and programming activities and/or provide expert technical advice and support in HQ/RBs, partnering with senior management to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Participate in the formulation and implementation of plans, policies and procedures for budget programming activities (including PSA, Management Plan, Project budget, extra budgetary), ensuring objectives are achieved in compliance with corporate, regional and functional strategies.
  2. Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and technical advice to optimise resources.
  3. Monitor and provide technical advice on fund utilisation and advance financing, loan and borrowing/repayment and refinancing arrangements; alerting Country/Regional Directors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and presenting clear solutions.
  4. Monitor and provide expert advice on actions related to project closure and resource transfer.
  5. Plan, monitor and manage the resource pipeline to maximise operational effectiveness, implementing and adhering to standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
  6. Provide food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide recommendations to RB/HQ when multiple projects compete for the same stock.
  7. Oversee the creation of correct budget and project documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
  8. Coordinate accurate reporting, to provide consistent information for stakeholders, and to identify trends/issues; presenting clear recommendations to support decision-making by senior management.
  9. Develop and present innovative recommendations to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
  10. Build capacity of WFP staff in budgeting, fund management and operational planning through designing and delivering training, coaching, guidelines and manuals.
  11. Represent the unit at internal meetings/committees/working groups as required, in order to contribute to discussion of key issues from a budget and resource programming perspective.
  12. Lead and motivate a small team, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  13. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  14. Contribute to preparedness actions, providing technical recommendations and guidance and periodically monitoring the management of financial risks and reporting on any actions taken.
  15. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Experience

At least eight (8) years of progressively responsible postgraduate professional experience in multiple specialized financial or relevant areas.

Education

Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Language

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience working cross functionally to address resource issues. 
  • Has managed/overseen significant budgets/pipelines/supply chain or operational planning and execution activities.
  • Has experience in budgeting, financial reporting and analysis.
  • Has experience in working with ERP Systems.

TERMS AND CONDITIONS

Selected candidate will be employed on a fixed-term contract with a probationary period of one year and eligible for the Rest and Recuperation (R&R) scheme. He/she will be required to travel abroad sometime to remote and difficult locations.
