For every child

UNICEF Albania Office is implementing Annual Work Plan 2018-2019 in partnership with national partners in health, education, social policy, child protection and child rights monitoring. There is need to support these sectoral teams in developing knowledge products, fundraising documents (2 pagers) and advocacy pitch material.

In addition, UNICEF Albania has identified the three flagships to renew UNICEF programme focus on cross-sectoral children's issues to develop UNICEF's narrative and its story-telling that have potential to show concrete changes and progress in the lives of children in Albania. UNICEF flagships are: 1) early learning and development (ECD); 2) violence against children with focus online protection of children; and 3) children with disability. There is need to support the programme team on two flagships, early learning and development and children with disability.

Last not the least, UNICEF Albania needs support with planning and monitoring of programme implementation. This includes support in annual year review, country annual report, and preparation of case studies on key achievements.  

How can you make a difference?

The objective of the consultancy is to assist the UNICEF Albania Office in knowledge management, fundraising, and programme planning and monitoring.

The national consultant will work with the UNICEF Deputy Representative and programme team and will be responsible for the following, but not exclusive list of tasks:

  • Prepare UNICEF Albania case study on legislative reform based on UNICEF technical assistance to government of Albania in social policy, child protection, statistics, justice for children and other areas of work.
  • Prepare knowledge and advocacy products for sectoral programmes and sectoral advocacy profile(s) based on UNICEF Communication and Public Advocacy Strategy;
  • Prepare fundraising documents on at-least 3 themes;
  • Prepare concept note, donor proposal and launch flagships on children with disability and support in the flagship on early learning and development.
  • Provide support in the annual review of the programme: preparing agenda, background material and report;
  • Provide support in preparation of Country Office Annual Report (COAR) 2018.



Specific Tasks





Knowledge and advocacy products

Desk review and support sectors in the preparation of advocacy profiles for the 6 programme priorities identified in the UNICEF Communication and Public Advocacy Strategy; interact with programme team to collect feedback and information on the 6 programme priorities.

Case study UNICEF supported legislative reform in Albania

Desk review on UNICEF legislative reform work with select sectors and prepare concept note outline on the case study; write case study (max. 6-8 pages); prepare interactive presentation; support communication in video recordings of key stakeholders; and prepare presentation video of UNICEF staff on the case study.

Children with disability flagship

Prepare concept note (2 pages), donor proposal (4 pages) and launch flagships on children with disability. Support office in preparation of disability proposal for IPA 3.

Fundraising proposals

Prepare 3 fundraising 2-pagers on identified themes. The themes will be identified based on emerging areas of UNICEF work between September to December 2018.

Reporting Requirements and penalty for insufficient performance

All materials will be developed and submitted by the consultant in the English language. The National Consultant will report directly to the UNICEF Albania Deputy Representative. The second line of reporting is the UNICEF Representative.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work is incomplete, not delivered or for failure to meet deadlines (specifications will be defined in the Contract).

Administrative arrangements

The exact dates for starting and ending the contract will be negotiated with the individual when awarded the contract.

  • Starting period: the indicative starting date for the assignment will be 15 September 2018.
  • Foreseen end of contract will be 15 January 2019.

UNICEF will support in country travel related to the consultancy deliverables, if required exclusively. The consultant can use office facility as needed and in discussion with the supervisor.

To qualify as an advocate for every child you will have:

  • Advanced university degree in Social Sciences, Economics, Human Rights, Child Rights, Communication; 
  • Previous work experience on knowledge management, advocacy, communication, planning and monitoring and report writing;
  • Excellent knowledge of written and spoken English;
  • Previous work experience with UNICEF is an asset.

What to submit

  • Letter of Interest specifying the relevant experience with similar type of assignments, the commitment in terms of time availability.
  • Updated detailed Curriculum Vitae, specifying two reference contacts from latest work conducted;
  • Financial proposal indicating the daily fee in Lek (local currency). Fee will not include taxes, which remain the responsibility of the contractor.
