Job Description

The M&E Officer will support the MEAL Unit’s management and continual improvement of the design and delivery of monitoring and evaluation activities in Southern Syria (NW Syria is be managed by another M&E Officer). The M&E Officer will support the M&E Manager to implement a range of M&E activities including tool development, trainings, data analysis, and, most importantly, management of staff inside Southern Syria. Through the management of staff inside southern Syria, s/he will play a lead role in the monitoring, assessment and verification processes. S/he will report to the Syria M&E Manager in Amman and line manage Research & Monitoring Assistants (RMAs), i.e. data collectors, in Syria.

Major Responsibilities

Program Management, Technical Quality, and Strategy

  • Support the establishment andmaintenance ofstrong M&E systems and practices in Syria that are in compliance with IRC country/regional/global strategies, guidelines and standards, encompassing both programs implemented by IRC as well as programs implemented in partnership with Syrian and other organizations;
  • Provide M&E technical assistance to program teams and in particular, the set-up, implementation, and reporting stages of program management. This includes data collection tool design, use of mobile tech, quality assurance, data management and analysis;
  • Transform M&E data collection instruments to digital forms, and support the development and use of other technology solutions to manage monitoring data;
  • Support the planning and management of monitoring, verifications and assessments conducted in Syria,
  • Plan the movements of Research and Monitoring Assistants (RMAs) inside Syria in close collaboration with the humanitarian access team, program teams, and field managers;
  • Oversee the technical quality of work by MEAL unit team members in Syria (RMAs);
  • Support in program data quality assurance, tracking, analysis and reporting on indicator progress and achievements;
  • Lead and ensure the quality of documentation and communications, including translation into English, of information received from the RMAs in Syria;

Staff Performance Management, Learning & Development

  • Hire, supervise, and build the capacity of RMA team members in relevant technical competencies such as IRC rules and regulations, security protocols, and M&E techniques;
  • Develop and implement remote management capacity building approaches to build the strengths of the RMA team in Syria;
  • Coach, train, supervise and mentor direct-report RMA staff, including communicating clear expectations, setting annual performance objectives (goals), providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report and with the inside Syria team as a whole on a regular and predictable basis, at least monthly.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs;
  • Look for opportunities to support staff in their career growth, where appropriate.
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicate through word and example a high standard of compliance with all applicable policies and regulations.

Key Working Relationships

Position Reports to:Syria M&E Manager

Position directly Supervises: Research & Monitoring Assistants in Syria (currently 19)

Key Internal Contacts: MEAL, Programs, Grant and Operations teams of the Syria country program

Key External Contacts:Partner organizations, other humanitarian actors  


Qualifications

Education: BA/BS in social science, management, international development, information technology or a related field.

Work Experience:

  • At least 3 years of experience within the international development / humanitarian sector, some of which should be in monitoring;
  • NGO experience required;
  • Previous experience with remote management (preferred);
  • Highly dedicated, willing to work long hours on occasion

Demonstrated Technical Skills:

  • Technical skills in contemporary M&E methods and practices, with hands-on experience in qualitative and quantitative data collection and analysis, required;
  • Use of data collection tools, required
  • Strong ODK skills, required (other mobile technologies are an advantage)
  • Strong excel skills, required;
  • Project management, planning and reporting skills;
  • Written and oral communication skills, effective in working with colleagues remotely; 
  • Knowledge of humanitarian programming in a remote context.

Languages:Professional fluency in spoken and written English and Arabic.

Computer/Other Tech Requirements:

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint;
  • Experience with data management software strongly preferred.

Ability to Travel: Occasional travel within the region and globally for meetings and conferences.

The overall security situation in Jordan is relatively calm, especially in Amman. The Jordanian government is stable, and civil unrest is largely peaceful. However, Jordan’s generosity in hosting refugees from Palestine, Iraq and now Syria have created huge strains on the country’s economy and infrastructure. The IRC office is in a modern professional building.
