 Organizational Setting
The positions are located in the FAO Project Offices in Peshawar and Quetta. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
 
Reporting Lines
Under the overall supervision of the FAO Representative in Pakistan and in close coordination with Chief Technical Advisor / Chief of Party THAzA and Deputy Chief of Party THAzA (The Horticultural Advancement Activity), the incumbent will directly be supervised by Provincial Coordinators.
 
Technical Focus
Development, standardization and deployment of tools that capture quantitative and qualitative data for monitoring, evaluation and reporting under the defined project indicators in the THAzA Results Framework.
 
Tasks and responsibilities
  • Assist M&E specialist in developing the overall framework for monitoring and evaluation including, but not limited to, regular project reviews and surveys, participatory impact assessments, process and operations monitoring and lessons-learned communication;
  • Provide inputs for development, standardization and deployment of tools that capture quantitative and qualitative data for monitoring, evaluation and reporting under the defined project indicators in the THAzA Results Framework.
  • Provide inputs for implementation of a standardized Management Information System, accessible to staff at Provincial and National Offices;
  • Implement baseline surveys for impact assessment in due course of THAzA implementation
  • Develop and maintain a database and track the progress of all interventions in the product clusters / districts against agreed indicators, and timely send periodic reports to M&E Officer at FAOR ISL office.
  • Report on indications of progress (or lack thereof and why) and support the assessment of relevance, efficiency, effectiveness, impact and sustainability of the project and its intervention, as well as their impact on strategic goals / outcomes of the activity;
  • Support participatory planning and monitoring as well as formulation of lessons learned in the region and among the project staff;
  • Train local partners and district staff on the M&E framework, data management, results-oriented programming, surveying, sampling and report writing;
  • Engage key stakeholders in the clusters in the evaluation of how THAzA impact is perceived and exploring opportunities for upscaling and dissemination.
  • Represent project with regard to monitoring, evaluation and research in meetings with local communities, implementing partners, relevant departments and other external stakeholders;
  • Contribute to end line (impact) survey conducted by third party
  • Prepare and submit  monthly work plan and progress reports;
  • Undertake any other responsibilities assigned by the Provincial Coordinator/M&E Officer.

Minimum Requirements
  • Master’s degree in Project Management, Economics or Social Sciences or any other relevant studies. Courses in Monitoring & Evaluation, Business, Organizational Studies, Information Design, Statistics, Economics and related fields will be a plus.
  • Minimum 5 years' experience related to the above duties and responsibilities
  • Working knowledge (Level C) of English. Good knowledge of Urdu, Balochi and Pashtu;

Selection Criteria
  • Thorough working knowledge of reporting requirements and M&E frameworks of international donors/USAID/UN is a must.
  • Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point etc) is essential
  • Experience with database development and management in MS Access, project management, mapping and statistical analysis software (MS Project, SPSS, Stata, SAS or similar) is a plus.
 
Candidates will be assessed against the requirements listed above. Preference should be given to local candidates.
