Organizational Setting
 
The Resource Mobilization Division (TCR) leads and coordinates the mobilization of voluntary contributions (currently 60 percent of FAO’s budget) in support of the organization’s strategic priorities. TCR manages FAO’s relations with resource partners, strategically matching partners’ interests to those of the organization, and supports the negotiation of agreements.  It mounts marketing analysis and campaigns around global development opportunities, provides market and business intelligence and positioning services to management as well as resource mobilization capacity development to decentralized and headquarter offices. TCR also oversees global programme and project reporting to resource partners. It strives to assure the highest quality of development results, through providing project cycle oversight and support.
 
The consultancy position is in TCR Director’s Office Team.
 
Reporting Lines
 
The consultant reports to TCR Director.
 
Technical Focus
 
The implementation of the Sustainable Development Goals (SDGs) warrants a stronger coordination and focused support of the United Nations system. In this context, the recently launched United Nations Development System Reform represents a first step for a more integrated, effective and visible United Nations. The aim is to foster stronger collaboration across the United Nations system.
 
Tasks and responsibilities
 
Within the framework of the UN Reform, the three Rome based agencies (RBA) constitute a promising case of interagency collaboration towards the SDGs. By capitalizing on the respective strengths, the RBA platform represents a step forward to strengthening collaboration in support of Member States in implementing the 2030 Agenda. This collaboration should envisage a common vision, guiding principles for enhanced cooperation, the distinctive strengths of each organization, prerequisites, and commitments on how RBA country teams can jointly support governments. It should outline opportunities, challenges, how the agencies should work together based on particular contexts, and strengthened coordination efforts particularly at the country level. 
 
In order to bring the evidence for the operationalization of innovative RBA business models, a three-phased research will be undertaken, involving consultations, formulation and prototyping. The consultant will undertake the following main assignment during this period\:
 
  • Explore possible scenarios of innovative RBA partnerships based on field opportunities.
  • Develop business models capable of bringing innovation and cost effectiveness to the RBA partnerships.
  • Develop a prototype for further implementation
 
Based on the stocktaking exercise showing evidence of past collaboration among the three RBAs at global, regional, country, and field levels, and taking into account relevant parameters of the ongoing UNDS reform, the consultant will\:
 
  • Formulate innovative business model or cases for further collaboration among RBAs taking into account programmatic, operational, institutional, financial and legal dimension tested in Phase III.
  • Develop prototype joint intervention at field level to learn from experience and scale up operations.
  • Develop an action plan for a series of high-level events, and workshops to be organized, in order to receive feedback, inputs and advice by external partners.
  • Develop possible scenarios of enhanced partnerships.
  • Develop an innovative business model built on Rome based agencies’ respective comparative advantages and prospect of contributing to the SDGs.  
  • Produce a report on the formulated business model with key operational recommendations including a joint intervention prototype ready for implementation.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in political science, international development, development economics, business and administration, law or other relevant field.
  • Seven years of relevant experience in development cooperation, particularly with the United Nations.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
