Organizational Setting
Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities of the FAO County Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising and outreach activities related to FAO initiatives such as the World Food Day.
 
FAO and China has entered into a comprehensive strategic partnership in the context of the Belt and Road Initiative (BRI). Both parties are determined to work together to operationalize the collaboration through development of concrete project proposals in support of food security, food safety and smallholder livelihoods improvements in the Belt and Road countries.  Based on consultations with multiple stakeholders, an FAO programme for BRI collaboration in the agriculture sector has been developed. It focuses on four preliminary priority thematic areas (sustainable value chain development, e-agriculture, one-health, biodiversity and climate change) and will require resources to be mobilized from different channels, including the South-South Cooperation Assistance Fund administered by the Ministry of Commerce of China.

The consultant will work under the overall supervision of the FAO Representative in China and in close collaboration with the technical team in Regional Office for Asia and the Pacific and FAO Headquarters as well relevant SPs in HQS, the incumbent is expected to perform the following tasks.

Tasks and responsibilities
 
The expert will be mainly responsible for developing and implementing the Belt and Road Initiative resource mobilization plan, including drafting project concept notes, coordinating relevant activities and workshops.  The consultant will conduct following activities\:
 
  • Lead the preparation of  concept notes, with the assistance from the FAO China country team as well as necessary inputs from national FAO Countries in the selected BRI countries, and strategic programmes from RAP and HQs;
  • Involve units in FAO Headquarters and Regional office for Asia and the Pacific in the discussion and development of the concept notes as well as relevant stakeholders in the concerned government recipient countries for BRI assistance;
  • Contribute to negotiation with potential funding partners, including both state and non-state ones,  for resource mobilization and partnership opportunities; develop a resource mobilization action plan;
  • Provide guidance on country specific assessments in BRI selected countries and develop draft project proposals for BRI collaboration; 
  • Lead the organization of a country demand driven workshop and improve the draft project proposals based on the feedback from participants.
  • Carry out any other relevant duties with his/her technical competence as may be requested by FAO

Minimum Requirements
 
  • Advanced university degree in agricultural economics, development studies, or related technical fields of FAO's mandate;
  • 10 years of relevant experience in results based project/programme planning, formulation, and monitoring;
  • Working knowledge of English language and basic knowledge of Chinese.

Selection Criteria
 
  • Understanding and familiarity with Agricultural policy, situation in China and countries in the scope of the Belt & Road Initiative and South-South Cooperation;
  • Extend and relevance of experience in project formulation and design;
  • Extend and relevance of experience in coordinating with government bodies in China, Private Sector is desirable;
  • Prior experience in the Belt and Road countries, especially work experience in China will be considered a strong asset.
  • Demonstrated expertise in resource mobilization, donor relations, and partnership building.
