The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

UNMAS Syria Response

Operating under the mandate of Security Council resolution 2165 (renewed in 2017 with SCR 2393) allowing cross-border assistance in Syria, UNMAS deployed the Syria Response programme at the request of the Deputy Regional Humanitarian Coordinator in August 2015 and subsequently activated the Mine Action Sub Cluster under the Protection Cluster to address the impact of explosive hazards within Syria. UNMAS is the lead agency for the Mine Action Sub Cluster for the Syria Response, working in support of the mine action response within Syria.

UNMAS provides leadership for the humanitarian mine action sector, working to reach affected civilian populations through the expansion and provision of humanitarian mine action services inside Syria, strengthening participatory approaches to programming, and mainstreaming mine action into wider humanitarian activities.

Victim Assistance (VA) is a core component of humanitarian mine action. General Assembly resolution 70/80 (2015) “Encourages States, as appropriate, and relevant organizations involved in mine action to continue efforts to ensure that mine action programmes take into account (…) the specific needs and requirements of victims and persons with disabilities (…).” The resolution further “Urges States to provide humanitarian assistance for victims of mines and explosive remnants of war, and (…) Encourages States to support victims’ access to appropriate medical care, physical and sensory rehabilitation, psychosocial support, education and skills training and income-earning opportunities and to provide those services to all, regardless of gender, age or socioeconomic status;”.

VA aims to meet the immediate and long-term needs of explosive hazard victims, their families, persons with disabilities, and affected communities. VA includes, but is not limited to, information management systems; emergency and continuing medical care; physical rehabilitation; psychosocial support and social inclusion; economic reintegration; and laws and public policies that promote effective treatment, care and protection for all disabled citizens, including landmine victims, with a human rights perspective.

In Syria, 8.2 million people live in communities reporting explosive hazard contamination; men, women, and children, are exposed to the threat of debilitating injuries and death on a daily basis. According to the 2018 HNO, 2.9 million people inside Syria live with a permanent disability and there are 30,000 new conflict-related trauma cases per month leading to thousands of permanent disabilities requiring long-term and multi-dimensional support. Protracted conflict has eroded and overburdened the health system in Syria, so that large gaps remain in the provision of post-operative rehabilitation care. The conflict in Syria has been characterized by the extensive use of explosive weapons. Between January 2015 and May 2018, an average of 165 explosive hazard incidents were reported per day across the country.

Functional Responsibilities

The duties and responsibilities are as follows:

  • Explore current used scopes related to Victim Assistance concept and propose steps forward for a defined and harmonized scope and approach to VA (including definition of victims and categories);
  • Identify VA needs for the Mine Action Sub Cluster based on the data received from partners and propose monthly analysis to identify trends and priorities;
  • Analyse existing data collection systems on victims/Injured people and propose steps forward to develop consolidated data collection system on victims;
  • Maintain a register of Victims Assistance activities, verifying and updating the victim data collection mechanism, in close collaboration with relevant stakeholders;
  • Identify the existing Victim Assistance capabilities and gaps on following services: medical care including first aid capacity in the affected communities, rehabilitation, psychological and psycho-social support, education, social inclusion, and economic inclusion;
  • Provide relevant information and inputs for reports, public information content, and all other UNMAS documentation concerning VA;
  • Produce key recommendations for short, medium term VA programming process for Mine Action Area of Responsibilities (AoR) members and Inter-Agency Coordination Group on Mine Action members;
  • With the support of the Programme and Coordination unit, devise a strategy for increased support and inclusion of explosive hazard victims and other persons with disabilities within the wider humanitarian response;
  • Build an advocacy plan to secure that VA in the transition/recovery/reconstruction plans;
  • Participate in planning processes on VA, working closely with the Disability and Rehabilitation Working Group and VA NGOs;
  • Provide technical and planning support to Mine Action implementing agencies with regards to project implementation including training, materials development, monitoring, evaluation and quality assurance activities;
  • Assist in the development of new VA initiatives and projects and support their integration within wider programming;
  • Provide coordination and capacity development support, including trainings, for UNMAS, UN humanitarian partners, implementing partners, and other humanitarian NGOs with regards to the technical, monitoring, and reporting skills needed for VA initiatives;
  • Act as the UNMAS focal point and liaison with the Health Cluster and Disability and Rehabilitation Working Group partners;
  • And, any other duties as requested by the Programme Management.

Post may include regular travel to Amman, Jordan; Gaziantep, Turkey; and Damascus, Syria.

Outputs

In addition to the functional responsibilities above:

  • Development of a strategic work plan to strengthen and expand VA services as well as to ensure the inclusion of persons with disabilities in the wider humanitarian response, in accessible areas of Syria;
  • Development of an advocacy plan to ensure the integration and inclusion of VA in transition, recovery, and reconstruction plans.

Education/Experience/Language requirements

Education:
  • Advanced University Degree (Masters Degree or equivalent) in relevant subject matter such as education, social work, social sciences or related field with a minimum of 7 years of relevant experience; OR
  • First level University degree (Bachelors Degree or equivalent) in relevant subject matter such as education, social work, social sciences or related field with a minimum of 9 years of relevant experience;

Experience:

  • Relevant experience is defined as experience in implementing projects or programmes in the area of social work.
  • Within relevant experience,  one year of experience in Mine Risk Education/Victim Assistance is required;
  • Experience in humanitarian mine action activities or relevant health services is desirable;
  • Experience of working in hardship locations, especially in the Middle-East, is desirable.
Languages:
  • Fluency in English is required;
  • Knowledge Arabic is highly desirable;
  • Knowledge of another UN language is desirable.
