Organizational Setting
FAO's Subregional Office for Central Asia (SEC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO's Regional Office for Europe and Central Asia (REU).
The post is located in the FAO SEC, currently based in Ankara, Turkey, with possible subsequent relocation of post to Istanbul, Turkey.
The National Professional Officer (Operations) is responsible for the day-to-day operations of the field projects assigned, and will provide assistance in ensuring the mission’s effective and efficient project planning, implementation progress monitoring and outcome evaluation
Reporting Lines
.
The Operations Officer reports to the Field Programme Unit Team Leader, and receives technical guidance from the Office for Support to Decentralization (OSD) through the Senior Field Programme Officer (SFPO) in the relevant regional office, who provides oversight and supervision.
 
Technical Focus
.
Field programme development and management, coordination, operational support, and monitoring based on knowledge of the local conditions, culture, language and institutions of the country of assignment. The Operations Officer in particular focusses on providing technical support to GEF funded projects.

Effective and efficient coordination and provision of the technical and operational support of the programme and project activities
.
 
Key Functions
.
•         Acts as a focal point for all matters related to the daily operation of the field project(s) assigned
•         Prepares project task force meetings and ensures the availability of secretarial support
•         Ensures timely provision of inputs for personnel, technical support services, sub-contracts, training, equipment/supplies and other needs related to project operations
•         Participates in the preparation of project work plans, monitors progress and, where, necessary, identifies corrective measures to overcome operational constraints
•         Assists with the management of the project budget and prepares revisions as required
•         Coordinates the timely preparation and submission of project progress and terminal reports required (as specified in the project agreements), as well as contributing to the preparation of analytical reports on the Representation's portfolio as a whole
•         Coordinates actions related to timely field project completion/closure, including identification of project follow-up requirements
•         Contributes to the preparation and/or assessment of new projects
•         Ensures the quality of data/documentation in the Field Programme Management Information System (FPMIS) for all pipeline and operational field projects in the country
 
Specific Functions
.
•         Coordinates day-to-day operation of the assigned field projects in the SEC region including ensuring the compliance with donor requirements and approved project document as well as clearance of transactions in FAO's corporate system;
•         Provides support to project budget holders to ensure the provision of scheduled inputs and monitor their timely execution in line with project work plans;
•         Provides advice to project budget holders in the subregion on procedural issues relating to project operations;
•         Organizes project task force meetings and provides overall operational support for technical units to ensure timely delivery of project inputs;
•         Initiates the adequate planning of inputs and review the biannual work plan and budget to ensure accuracy and compliance with the approved PTF;
•         Participates in, and contribute to, project formulation, appraisal and operational clearance of project documents, quality control of budget and timeframe for provision of inputs;
•         Monitors field programme implementation including delivery estimates, and provides regular reports as required;
•         Ensures completion of financial and operational actions for smooth closure of projects;
•         Undertakes operational backstopping missions to project sites in coordination with responsible technical units (this might entail travel in the Central Asia subregion);
•         Organizes Peer Review Meetings in line with the approved pipeline schedules
•         Acts as member of Project Task Force, provides guidance and advice on the PCM procedures, and conformity of the activities with CPF, Regional priorities
•         Performs other related duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements
•         National of Turkey,
•         Advanced university degree in a field related to business or public administration
•           One year of relevant experience in office management, administration, accounting and/or audit, budget or finance
•           Level C of the official communication language used for FAO communication with the country (English, French, Spanish, Arabic, Chinese or Russian)
•         Level C of  English
•         Working knowledge of the local language (Turkish)

Technical/Functional Skills
.
•         Work experience in more than one location or area of work, particularly in field positions is desirable
•         Knowledge of UN field programmes, or FAO operational work within the agricultural sector in the Turkey is considered an asset
•         Extent and relevance of experience in the project cycle management  including project design techniques, donor reporting;
•         Extent and relevance of experience in technical programme, operational guidelines and project/programme management procedures, preferably those adopted by the United Nations or FAO is desirable,
•         Demonstrated experience in  analysing donor compliance, project implementation and other operational issues in line with governing regulations and rules and relevant project management guidelines
•         Specific experience in the region covered by SEC will be value added;
•         Limited knowledge (Level B)  Russian is considered a strong asset
