STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, Sociology, Social Development, Development               Economics, Performance Management or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Language: National Professional: Fluency (level C) in French language. Intermediate knowledge (level B) of English.

KEY ACCOUNTABILITIES (not all-inclusive)

VAM specific responsibilities
1. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
2. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
3. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programs.
4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
5. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
6. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
7. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
8. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
10. Other as required.
11. Perform strong leadership and show ability to create innovative ways of working to push up and move forward.
M&E specific responsibilities
12. Support planning and implementation of monitoring and evaluation activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, program modalities, implementation challenges, etc.).
13. Review and give technical feedback on monitoring and evaluation plans for new programs and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
14. Contribute to the analysis of outcome data and recommend improvements to program interventions and to enhance WFPs ability to demonstrate outcome focused results.
15. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
16. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to program responses as required.
17. Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
18. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
19. Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence.
20. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.

ORGANIZATIONAL CONTEXT

This job holder is a national officer dealing with VAM&M&E issues and reporting to the Head of Programme. Job holder will operate independently and under technical guidance of Dakar Regional Bureau of Monitoring and Evaluation unit. His is involved in operational activities and related analytical work. He will supervise junior staff to ensure that activities and objectives of Burkina Faso Country Strategic Plan 2019_2023 are fully achieved.

JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programs (e.g. needs assessment and situation analyses, program design, targeting, cost effectiveness, and operational efficiency).
To support monitoring and evaluation activities in the country, ensuring that WFP programs generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries, informing operational decision making and strategic reorientation.
