STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to national development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language:   Fluency (level C) in French language. Intermediate knowledge (level B) of English.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the designing of humanitarian and social protection projects, plans and processes, ensuring their alignment with WFP program policies and guidance.
2. Implement and manage the humanitarian and social protection activities and defined programs and projects of considerable size/complexity, ensuring a coordinated approach with wider programs that complies with WFP standards and procedures.
3. Develop and coordinate with the monitoring and evaluation unit, data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Contribute to the preparation of accurate and timely reports, publications, and a variety of information products or proposals for internal or external use.
5. Research and analyze a range of policy and operational issues to inform the development of policies, programs and activities of the humanitarian, school meals and social protection programs.
6. Represent WFP at national and international meetings to contribute in discussions, exchange of experiences, advocate for humanitarian and social protection interventions and identify areas of potential collaboration.
7. Support the strengthening of emergency, national school meals and social protection and school meals policies as well as strategies, action plans, protocols and guidelines in line with national priorities.
8. Assist the Ministry of Education and Literacy and the Ministry of Women, National Solidarity and Family through providing of support and technical expertise for the planning, formulation and implementation of humanitarian and social protection programs that strengthen government and community ownership and effectiveness.
9. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
10. Support the identification, development and management of potential partnerships and collaborative working group to improve food assistance package delivering.
11. Support the capacity building of WFP staff, partners, national government and communities to prepare for and respond to food assistance and social protection needs through training and provision of equipment.
12. Contribute to resources mobilization efforts for WFP projects, clearly articulating the need for humanitarian food assistance, school meals and social protection program opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
13. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
14. Guide and supervise humanitarian, school meals and social protection team, supporting junior staff with complex analysis and providing responses to their queries.

ORGANIZATIONAL CONTEXT

This job holder is a National Programme Policy officer, reporting to the Head of Programme. He will manage humanitarian and social protection programs including refugees, Internal Displacement Persons, people affected by shocks, school meals and social protection interventions.

This incumbent is expected to operate with considerable independence in his duties and ensure that program and policy objectives are fully achieved. He will be involved in a wide variety of program and policy activities and analyticalwork,someofwhichmaybeofconsiderablecomplexity.This job holder is expected to contribute to the program unit performanceimprovement through the management of the Strategic Outcomes 1 and 2 of Burkina Faso Country Strategic Plan 2019_2023. He will manage a team of junior professional staffs.

To design and manage humanitarian, school meals and social protection programsthat meet the country food assistance needs, contribute to policy formulation or oversight on program strategy and implementation
