STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in French language. Intermediate knowledge (level B) of English.

ORGANIZATIONAL CONTEXT

This job holder is a Budget and Programming Officer, receiving guidance and regular feedback on work performed from the Deputy Country Director. He will be involvedinbudgetandprogramming activities as well as analytical work of limited complexity, and support the collation, maintenance,analysisandreportingofinformationtomaximizetheeffectiveness ofservices.

JOB PURPOSE

To deliver budget and resource analysis and programming activities and/or provide support in HQ/RBs, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a limited number of Burkina Faso Country Strategic Plan Activities, plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards.
2. Create and review limited number of Activity budget plans and monitor ongoing program performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.
3. Support monitoring of fund utilization, and advance financing, loan and borrowing/repayment and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses.
4. Monitor actions related to project closure and resource transfer and refer potential issues to the supervisor.
5. Support senior colleagues in monitoring the resource pipeline to maximize operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
6. Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide Dakar Regional Bureau/ Headquarters decision-making when multiple Activities compete for the same stock.
7. Create and review budget and Activities documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
8. Collate and analyze data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
9. Contribute ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
10. Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and contributing to updating training materials, manuals and guidelines.
11. Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks.

OTHER SPECIFIC JOB REQUIREMENTS

- Pipeline and Resource Management specific responsibilities
Create / Revise Pipeline Management Reports (PMPs) of the Country Strategic Plan Activities and send documents to the regional bureau.
- Monitor arrivals, procurement and country stocks (stock movements) and include data in the Pipeline Management Plans.
- Organize Supply Chain meetings with logistics, program, P4P, procurement units.
- Organize and prepare reports of the Resource Management Committee meetings chaired by the Deputy Country Director.
- Programme financial contributions received from donors for all WFP activities in the country (food and cash) in line with pipeline deficits.
- Contribute to proposal narratives and budgets for donors funding applications.
- Contribute to project designing budget and their revisions.
- Contribute to development of Office Management Plan.
- Analyze donor contributions and budgets and recommend actions / orientations to optimize budget absorption.
- Prepare requests for funding advances and track their repayment.
- Support WFP projects closure through action plans implementation (stock reconciliation, loans and repayments, resource transfer…).
- Execute financial transactions in WFP System.
- Participate in internal and external office meetings and provide information about Activities resources.
- Train new staff involved in Country Office pipeline management.
- Perform other related duties as required.
Supply Chain management specific responsibilities
- Facilitate timely delivery of food for diverse activities to beneficiaries through timely consolidation of monthly food distribution plans of WFP sub-offices to avoid supply chain disruptions.
- Facilitate food delivery from WFP warehouses to partner distribution sites.
- Suggest food loans / repayment / exchanges to avoid pipeline break, facilitate stock turnover and prevent commodity expiration.
- Update database of food loans and repayments between WFP activities and other organizations.
- Provide information on food movements, stocks and commitments to be included in WFP reports and documents.
- Perform other related duties as required.
