STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language:   Fluency (level C) in French language. Intermediate knowledge (level B) of English.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the designing of the P4P and resilience activities, plans and processes, ensuring their alignment with WFP program policies and guidance.
2. Implement and manage the P4P and resilience activities and defined programs of considerable size/complexity, ensuring a coordinated approach with wider programs that complies with WFP standards and procedures.
3. Develop and coordinate with the monitoring and evaluation unit, data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Contribute to the preparation of accurate and timely reports, publications, and a variety of information products or proposals for internal or external use.
5. Research and analyze a range of policy and operational issues to inform the development of policies, programs and activities of the rural development.
6. Represent WFP at national and international meetings to contribute in discussions, exchange of experiences, advocate for rural development interventions and identify areas of potential collaboration.
7. Support the strengthening of national rural development policies as well as strategies, action plans, protocols and guidelines in line with national priorities.
8. Assist the Ministry of Agriculture and Hydraulic Resources Management through providing of support and technical expertise for the planning, formulation and implementation of rural development programs that strengthen government and community ownership and effectiveness.
9. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing programs and highlight potential risks to project delivery.
10. Support the identification, development and management of potential partnerships and collaborative working group to improve food assistance package delivering.
11. Support the capacity building of WFP staff, partners, national government and communities to prepare for and respond to food assistance and resilience needs through training and provision of equipment.
12. Contribute to resources mobilization efforts for WFP Country Strategic Plan activities, clearly articulating the need for food assistance and resilience program opportunities, and follow up on the resource situation of Activities including commodity and cash availability, seeking advice from senior colleagues where necessary.
13. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
14. Guide and supervise resilience team, supporting junior staff with complex analysis and providing responses to their queries.
15. Support the Head of Programme in handling effectively its responsibilities.
 

ORGANIZATIONAL CONTEXT

This job holder is a National Programme Policy officer, reporting to the Head of Programme. He will manage rural development activities including livelihood and asset creation activities, value chain development, weather insurance schemes, innovative production technologies and practices.
This incumbent is expected to operate with considerable independence in his duties and ensure that program and policy objectives are fully achieved. He will be involved in a wide variety of program and policy activities and analytical work, some of which will be of considerable complexity. This job holder is expected to contribute to the program unit performance improvement through the management of the Strategic Outcome 4 of Burkina Faso Country Strategic Plan 2019_2023. He will be the alternate of the Head of Programme and will manage a team of junior professional staffs.

OTHER SPECIFIC JOB REQUIREMENTS

1. Robust expertise and knowledge on main technical areas related to the common set of assets creation & livelihood activities (e.g. land & water management, agriculture, environment, rural development) are needed for this position, particularly in dealing with degraded ecosystems and depleted environments, and across fragile livelihoods systems, farmers and pastoralists alike.
2. This Programme Policy Officer will contribute to the development of new solutions, scale up successful resilience initiatives, compile best practices, identify and establish strong strategic partnerships with academia, public and private sector actors in resilience.
