STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications, Journalism, International Relations, Public relations, Relations Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Language: Communication or other relevant field or First University degree with  additional years related work experience and / or training courses.
Fluency (level C) in English and French.

KEY ACCOUNTABILITIES (not all-inclusive)

Partnership and reporting specific responsibilities
1. Implement the work plan for assigned area by delivering activities that maintain and develop government partnerships in order to maximize resources raised for the CSP.
2. Contribute to the management of a portfolio of partnerships, soliciting contributions, providing donor stewardship, and analyzing results, in order to maximize resources raised.
3. Prepare especially funding proposals to raise donor contributions
4. Provide support to technical units as required, in order to assist them to effectively raised donor contributions.
5. Prepare briefs on resourcing issues for the country, participate in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP), and operate as a resourcing focal point in order to ensure that concerns are adequately considered.
6. Guide more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
7. Participate and assist in negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.
8. Collate and analyze data for the preparation of accurate and timely reporting on donors and programs, to enable informed decision-making and action planning by senior stakeholders.
9. Proactively contribute to discussions and highlight fundraising opportunities to senior managers for new strategies to maintain and increase funding from new and traditional donors.
10. Prepare and provide regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programs, and to advocate the work of WFP.
11. Represent WFP at international meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities.
12. Prepare and provide inputs for briefing documents for senior level management meetings with donors.
13. Maintain effective relationships with representatives of government donors through appropriate channels, and coordinate donor meetings, attending where required.
14. Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met.
15. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis.

          Communication specific responsibilities
17. Supervise country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
18. Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages.
19. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis.
20. Perform strong leadership and show ability to create innovative ways of working to push up and move forward

ORGANIZATIONAL CONTEXT

This job holder is a Partnership, Communication and Reporting Officer, receiving guidance and regular feedback on work performed from the Country Director. He is functionally supervised by Dakar Regional Communications Officer, to ensure that the CO communications activities serve WFP needs in Burkina Faso, taking into consideration the overall regional communications plan and WFP's corporate communications goals. This Job holder operates with minimal supervision, and is heavily involved in daily activities, analytical work and provide advice on less complex issues.
  He liaise with donors and government for contributions raising,    providing them with WFP relevant information on Burkina Faso Country Strategic Plan 2019_2023 Activities progress and reports.

JOB PURPOSE

To contribute to the development of new and existing partnerships with donors, advocating for WFP work, raising and mobilizing resources to support WFP CSP Activities and preparing reports for donors.
To implement also the communications plan by supporting and delivering a range of communications activities, providing research and analysis, and prioritizing effectively.
