DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.
 

 

About the job 

• Manage the week-to-week activities of the Livelihoods team in accordance with project plans 
• Facilitate relations between DRC  and the local communities and authorities in the alliance of project objectives 
• Ensure the delivery of livelihoods programming across multiple areas of intervention in coordination with Livelihoods Manager and ensure the usage of standardized tools and livelihoods SoPs    
Your main duties and responsibilities will be:

• Supervise team staff by agreement with the Livelihoods Manager and lead them in the field and office work, assign tasks to the team members and manage the daily workplan. This includes coaching, ensuring coordination between staff and staff capacity building. 

• Prepare daily, weekly and monthly workplans to deliver identified activities, in line with project and budget documents, in coordination with the Livelihoods Manager  
• Contribute to baseline monitoring and assess potential locations for feasibility of new projects implementation in coordination with safety and Livelihoods PM 
• Lead beneficiary’s identification and selection processes according to DRC scoring and criteria and upon Project Manager’s guidance 
• Lead in various field assessments and surveys including needs assessment and market surveys 
• Ensure equal participation by all segments of the target populations, including by Age, Gender & Diversity 
• Guide livelihoods officers with managing project activities, ensuring timely and technically sounds planning, implementation and follow up, and provide timely inputs to the Project Manager  
• Provide livelihoods team with technical support and support them in the design of the activities for multi-purpose cash assistance and all the scope of livelihoods activities  
• Attend all MPCA and NFI distribution activities and supervise the planning and implementation of it 
• Supervise the referrals to and from protection to the livelihoods department as well as with other relevant departments and an accurate coordination between departments  
• Ensuring protection mainstreaming in all activities and social cohesion  
• Deal with complaints and issues related to the program implementation and find solutions  
• Under the leadership of the Project Manager assist in developing clear guidelines for new projects 
• Liaise with other relevant humanitarian actors in the area for coordination of work.  
• Liaise with local authorities for implementation of projects upon requests. 
• Compile and submit regular project updates to the Project Manager 
• Ensure team safety  
• Ensure that project activities develop and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors requirements and international protection guidelines. 
• Ensure Age, Gender and Diversity (AGD) approach to livelihoods is consistently applied through community and rights based participatory methods. 
• Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection and AGD mainstreaming into DRC livelihoods programming. 
• Any other duties as may be assigned by the Project Manager

 

 
About you 
To be successful in this role we expect the following:

Required  

• Experience in staff supervision (at least 4 years) 
• Technical skills and experience in implementing all scope of activities under livelihoods sector and experience in distributions, in particular multi-purpose cash distributions (at least 3 years) 
• Competence using information technology including experience with word-processing, spreadsheets and database software 
• Highly developed analytical and reporting skills 
• Excellent communication skills (reading, writing, speaking) 
• High integrity and willingness to conduct her/himself transparently and open to scrutiny 
• Ability to respect and maintain confidentiality 
• Excellent organizational skills, ability to determine priorities and attention to detail a must

Desirable 

• Demonstrated interpersonal skills, sound judgment, planning and team building and facilitating skills 
• Ability to work in a multicultural context as a flexible and respectful team player 
• Willingness and capacity to work in the field and travel frequently to project sites when needed 
• Ability to take initiative (proactive) and second the Project Manager when needed  
• Result-oriented and Accountability  
• Relevant university degree in International relations, Political sciences, Humanitarian and Development work, or similar education/experience
