Organizational Setting
“Rehabilitation of degraded agricultural lands in Kandy, Badulla and Nuwara Eliya Districts in the Central Highlands”, is a project funded by the Global Environmental Facility (GEF) through its land degradation portfolio. The project will be implemented with the Ministry of Mahaweli Development and Environment (MoMD&E) in close consultation with of the Natural Resource Management Centre (NRMC) of the Department of Agriculture (DoA). The Project aims at reversing and arresting land degradation in agricultural lands in Kandy, Nuwara Eliya and Badulla districts in the Central Highlands of Sri Lanka and increasing the provision of ecosystems goods and services and enhancing food security in the Central Highlands in of Sri Lanka through the promotion of Sustainable Land Management (SLM). The 4-year project will operate under the technical supervision, monitoring and reporting to GEF by the Food and Agriculture Organisation of the United Nations (FAO). 
 
 
Reporting Lines
Under the overall guidance and supervision of the FAO Representative in Sri Lanka and the direct technical supervision of the Lead Technical Officer in FAO regional office (FAORAP), Bangkok, and in consultation with relevant government departments, non-government organizations and other national and international organizations, the incumbent shall be responsible for the below mentioned duties and responsibilities. He/she will closely interact with the national and international consultants and Project Management Unit (PMU).

Tasks and responsibilities
  • Identify, assessment and analysis of capacity building/ training needs of the project partner institutions on LADA and WOCAT methodologies (in reference to the Project Workplan);
 
  • Identify training team and experts for the training of trainers, provide appropriate training modules and sessions to be used for assessments and decision support for scaling up and mainstreaming SLM at national and/or sub-national levels and in SLM demonstration areas (with reference to Land Degradation Assessment in Dry Lands (LADA) and WOCAT methodologies);
 
  • Identify the types of data available from different agencies and their contribution to SLM and establishment of a new coordination and information sharing platform among the stakeholders and fine tune the proposed proposal on LRIS;
 
  • Support and facilitate the project team and the key stake holders\: Natural Resources Management Centre (NRMC) and Land Use Policy Planning Department (LUPPD), on preparation, development and finalization of “land-use systems” (LUS) map, guide the assessment process including mapping of existing data and collection of relevant missing data in a GIS environment and field validation;
 
  • Provide technical guidance on comparable data collection, mapping and analysis for the selected project areas of the Central Highland of the country, including updated WOCAT-LADA tool on Questionnaires on Technologies (QT) and Approaches (QA) and other relevant tools/modules on climate resilience, watershed linkages, cost-benefit analysis, and impact assessment;
 
  • Conduct experience sharing/ training workshop (national level) for decision makers on mainstreaming and up-scaling SLM which aims to build a consensus on a general operational strategy for SLM mainstreaming and upscaling (with attention to main LUS/LMS, SLM options, priority areas for intervention, capacity development in multi-sector landscape approaches, enabling policy, planning and institutional arrangements, economic priorities and incentive mechanisms, investments/ financing strategies, and monitoring and impact assessment); and
 
  • Provide technical guidance on user requirements for ICT-based SLM coordination and information sharing platform and design.
 
  • Undertake any other tasks assigned by the Supervisor in support of efficient implementation of the project.
 
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements
  • University degree in Land or Natural Resource Management, Environmental Information Systems, Geographic Information System (GIS) and Geo-Spatial Data Applications, Land Degradation Assessment or related
  • Twelve years of relevant experience in supporting the development of participatory land management in developing countries
  • Working knowledge of English

Technical/Functional Skills
  • Demonstrated knowledge in natural resources information system and land degradation assessment using LADA and WOCAT;
  • Demonstrated ability to effectively communicate, using written, verbal and IT techniques, with all forms of forest stakeholders – including government, international partners, national experts and forest users;
Previous experience in Sri Lanka/South Asia is highly preferable
