Climate change and rising inequality amplify these challenges by increasing people’s vulnerability to disasters. As a result of this dual mandate, WFP’s experience in both humanitarian and development contexts has allowed it to establish unique strengths and capacities for building resilience for food security and nutrition, including for contexts of protracted crises. In Turkey, WFP is supporting the Government with the provision of basic needs, food and livelihood assistance to vulnerable refugees nationwide. This post falls within the livelihood strengthening interventions that seek to enhance self-reliance and resilience of both refugees and vulnerable host communities.

The post will be located in WFP Ankara Country Office in Turkey with regular travel to the field.

STANDARD MINIMUM QUALIFICATIONS

STANDARD MINIMUM QUALIFICATIONS

  • Experience: A minimum of 3 years of relevant experience (e.g., in livelihood support activities, cash for training/cash for assets initiatives, etc.) is required.
  • Education and Experience: Advanced University degree in International Affairs, Economics, Social Sciences or other field relevant to international development or Bachelor degree with additional years of related work experience.
  • Language: Fluency (level C) in written and spoken English and Turkish. Arabic language skills desirable.
  • Residency Status: Candidates are required to be Turkish nationals, or have valid residency permit. 

ORGANIZATIONAL CONTEXT

This post is in the Country Office and will report to a more senior Programme Policy Officer. The incumbent will also be expected to liaise and coordinate with colleagues in the different Area / Field offices around the country.

The incumbent will be expected to operate with a high degree of independence, working with colleagues of different seniorities to ensure that programme and policy objectives are achieved in full. PPOs are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level, job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities within the livelihood strengthening interventions.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a limited number of livelihood (cash for training and cash for asset) projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Support the development and implementation of WFP Turkey livelihood strategy, specifically the livelihood strengthening interventions focusing on skills training, employability and cash for work activities.
  2. Assist in managing the relationship with cooperating partner(s) at the country level and monitor partnership performance to ensure that project implementation is following the Plan of Operations and agreement obligations.
  3. Help identify, develop and maintain good, strong relationships with relevant national partners and other stakeholders (Government at national and local level, other UN agencies, NGOs, donors, private sector, etc.) for the livelihood projects.
  4. Support including review the work of livelihood support staff in Area and/or Field Offices, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines
