Role Overview

Coordinate and manage the main support functions including general administration, base management, finance, human resources, logistics and security. With line management responsibility for staff involved in support roles you also represent Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.

Project Overview

Medair Afghanistan is a complex and dynamic country programme due to instability related to politics and security. Medair has been operating in Afghanistan since 1996, and is currently implementing multi-sectoral projects in nutrition, WASH and food security in vulnerable communities in Kabul, the Central Highlands and Southern Afghanistan.  There are plans to expand the current programme into new areas and potentially new sectors, as well as growing and strengthening local partnerships.  The Nutrition PM will oversee the implementation of mobile nutrition clinics and related behaviour change activities in several districts of the Central Highlands region.

Workplace & Conditions

Field based position in Bamyan and Nili, Afghanistan Frequent travel to remote field locations.

Key Activity Areas

General Responsibilities

  • Train all new staff in required Medair HR and Finance procedures and be available to answer related questions and to provide coaching and guidance as necessary to carry out tasks in their new positions.
  • Develop and maintain a transparent, honest and supportive communication structure with CHL management and related HR, Finance and Logs colleagues and those providing functional oversite to ensure they are kept informed of support related activities and requirements to the newly hired teams.

Human Resources Responsibilities

  • Lead the set-up of all necessary HR systems in Central Highlands main offices and sub-offices.
  • Ensure all staff have a personnel file containing all relevant documentation and information, according to Medair policy, Afghan labour law, and any donor requirements
  • Work with line managers and the KBL Sr. HRO to ensure work-related records and documentation are kept according to HR procedures. This may include staff plans, attendance records, holidays, sickness, other absences, training records, other benefits, tax payments, etc. according to the Medair National Recruited Staff (NRS).

Finance Responsibilities

  • Set up all finance file systems (paper / computer) with new staff in Bamyan and Nili bases.
  • Set up Field Connect, safe reconciliation, banking, check and cash transfer processes with new staff and ensure correct use.
  • Ensure that a cash delivery system is in place with local trusted money lenders.
  • Set up and ensure the cash payroll system for all new employees.
  • In conjunction with relevant managers, review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud. Show staff how to do regular inspections and spot-checks, both on systems and on-going work, to ensure the best use of Medair assets and resources.

Logistics Responsibilities

  • Assist new logs staff to establish relationships with suppliers, local authorities, other NGOs and any other stakeholders, to ensure they are positive and productive.
  • Support the logs teams to know how to review contracts between Medair and external suppliers, ensuring they remain valid and relevant and that contract terms and conditions are followed.
  • Help the teams to set up clear and transparent paper trails for all transactions. Show them how to keep records in an orderly, updated in a timely fashion and to be sure that the filing (archive) system is in line with Medair and donor requirements.
  • Spot check newly implemented logistical processes including supply chain management, vehicles, assets, IT and communication equipment and the training of logistics staff.

Qualifications

  • University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
  • Strong working knowledge of English (spoken and written).

Experience

  • Post-qualification management experience in a relevant profession.
  • Experience working in a cross-cultural setting, preferably in a support role.
  • Capacity to work under pressure and manage personal stress levels.
  • Abilibty to work independently and willingness to live and work in remote locations.
  • Problem solving ability, excellent communicator, strong organisational and time management skills.
  • Good numerical and report writing skills. Able to build trust and enforce procedures.
  • Able to oversee multiple tasks, prioritising and delegating as required.
  • Strong leadership skills. Coaching and training skills.
