1.     Organizational Context

 

a.    Organizational Setting

 

The post of Director - Enterprise Solutions Division is located in the Department of Program Planning and Finance, Administration and Management Sector.

The Department hosts the portfolio of ERP projects, which is due to complete its transition to operations by the end of 2018. The delivery of projects has resulted in a significant increase in the footprint of the ERP system that now spans across a number of key functions including finance, procurement, travel management, program planning and budgeting, risk management, recruitment, human resource operations and workforce planning.  WIPO now needs to establish the long term integrated operational and projects structure that will be responsible for the management and evolution of the ERP system.

 

b.    Purpose Statement

 

WIPO's integrated ERP system is now a critical system and an asset that needs to be managed strategically. To this end, it is very important to ensure integrated and coherent direction and management of the teams that are currently engaged in the delivery of projects, operations and ongoing enhancements. WIPO is therefore seeking to engage a Director - Enterprise Solutions Division.

The incumbent will lead and direct the Division in an integrated and coherent manner to achieve a higher level of maturity and ensure effective operations of the ERP system and the ongoing evolution, in line with business needs.  Additionally, the incumbent will oversee the transformation and preparation for the shift towards the cloud, in line with the Organization's ICT strategy.

 

c.    Reporting Lines

 

The incumbent reports directly to the Director (Controller), Program Planning and Finance Department, Administration and Management Sector.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Direct the Division's portfolio of work and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with WIPO's results-based management framework; develop and periodically review work plans, budgets, project plans and strategies; determine and track Key Performance Indicators (KPIs) to make sure objectives are met.

 

b.   Lead, manage and motivate the team, ensuring the appropriate level of supervision and coaching through a period of change, including\: continuous improvement in quality management, skills transformation, process maturity, alignment with best practice, introduction of service model improvements and the management of service providers.

 

c.   Oversee and direct the effective delivery of services and projects related to the integrated ERP systems; assume responsibility for Service Level Agreements with business users and ensure that service levels continuously improve.

 

d.   Ensure quality and timely reporting; prepare reports for the governing bodies as required; manage risks and issues on a continuous basis escalating promptly to senior management for speedy resolution.

 

e.   Engage with the organizational initiatives to ensure that plans for the Division/ERP systems are aligned with those of the business sectors;  maintain strong relationships with internal customers (business process owners) to ensure solutions continually meet the evolving business needs, to establish a shared future vision from a business and technical perspective, and to evolve the application architecture in a cohesive and market aligned manner to ensure WIPO remains up to date with a modern and supportable landscape of applications.

 

f.    Establish strong partner relationships that promote a shared risk / reward model, ensuring contracts are managed and that delivery of work is on-time, of satisfactory quality and at an acceptable cost.

 

g.   Ensure the costs of providing solutions are controlled and link to business benefits so that WIPO gradually achieves a greater return on investment.

 

h.   Monitor the developments in the external environments and assist in the development of strategies for sustainability, including the use of cloud services.

 

i.    Undertake other duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in Information Technology, Business Management or a related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

Certification in a recognized project management methodology, such as PRINCE2, and ITIL Foundation.

 

Desirable

Certification in program management and architecture frameworks such as MSP and TOGAF.

 

Experience

Essential

At least 15 years' experience undertaking projects to effectively implement ERP software and transitioning solutions into an operational ICT support environment.

Experience of working in ICT operational support and transforming these environments. Experience of change management in relation to ERP implementations and service delivery.

Experience in managing mid to large sized teams including staff, individual contractors and service providers.

 

Desirable

Experience of coaching / mentoring individuals through a transformation process.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of French.

Broad understanding of all aspects of IT and deep understanding of Oracle products, such as PeopleSoft, BI and Hyperion, Oracle's future strategies and trends.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the September 2018 rate of 75.1%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
