Organizational Setting FAO's office for Iraq is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Iraq CPF 2018-2022.. It develops and maintains relations with the relevant Ministries at country level. The post is located in in Erbil (with visits to Baghdad), Iraq. Reporting Lines Under the overall guidance of the FAO Representative in Iraq, the direct supervision of the Senior Resilience Officer in Iraq, in collaboration with CSDA at HQ and in close consultation with the multidisciplinary technical team (RNE), country office Iraq, the Procurement Specialist, will lead and assume responsibility to manage day-to-day activities related to procurement activities in Iraq country office as defined below. Minimum Requirements
- Advanced university degree in Business, Administration, Public Administration or Commerce, Engineering or any related field.
- Five years of relevant experience in procurement related activities with at least two in public procurement;
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
Competencies ⢠Results Focus ⢠Teamwork ⢠Communication ⢠Building Effective Relationships ⢠Knowledge Sharing and Continuous Improvement Technical/Functional Skills ⢠Demonstrated knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services ⢠Extent and relevance of experience in public sector procurement dealing with complex contractual issues including revising, drafting of contract, formulating options and proposing recommendations ⢠Extent and relevance of experience in identifying clients' procurement-related needs and in providing support and guidance from clients' point of view ⢠Demonstrated ability to draft complex documents in English is considered a strong asset ⢠Work experience in more than one location or area of work, particularly in field positions is desirable |
