JOB PURPOSE

To lead budget and resource analysis and programming activities and/or provide technical support in HQ/RBs, partnering with senior management to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Budget and Programming Officer will be responsible for the following duties:

  • Support the design and coordination of the supply chain network at CO level, following an analysis of the various country challenges with other supply chain focal points at the CO and RB levels.
  • Proactively advise on necessary mitigating measures to address dynamic supply chain issues with minimal guidance.
  • In close coordination with relevant units, plan and maintain the commodity pipeline. Advise on any need for commodity reallocation at the upstream supply chain level.
  • Prepare food-demand plans to support management and usage of the corporate Global Commodity Management Facility, and provide information and advice to guide HQ/RB decision-making when multiple projects compete for the same stocks.
  • Provide strategic visibility on CO/Region SC, inclusive of developing and presenting a tactical and strategic supply plan on a monthly basis for the CO/RB.
  • Facilitate Operational and Strategic Supply Chain Working Groups at CO Level.
  • Create a Supply Chain Management Dashboard to support Working Group meetings at Country Office.
  • Track Supply Chain performance and support County Office with what-if scenario analyses to support decision making, inclusive of leveraging Optimus as relevant to support analyses.
  • Submit to RB or HQ information on project requirements, pipeline, and resourcing shortfalls which is consistent with programme narratives and other internal and external reports.
  • Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidelines and policies, and providing financial analysis and advice to optimize resources.
  • Monitor and provide advice on fund utilization and advance financing, loans and borrowing, repayment and refinancing arrangements; alerting senior CO management to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and proposing appropriate solutions.
  • Monitor and manage the resource pipeline to maximize operational effectiveness, adhering to standards and processes, and providing advice on resource allocations based on the severity of pipeline shortfalls using relevant pipeline tools.
  • Coordinate and prepare accurate reports, to provide consistent information for stakeholders, and to identify trends/issues and propose solutions that support decision-making by senior management.
  • Build capacity of WFP staff in budgeting, fund management, and operational planning, through training, coaching, guidelines, and manuals.
  • Manage junior staff to ensure appropriate development and enable high performance.
  • Establish and maintain effective working relations and deal patiently and tactfully with people of different national and cultural backgrounds.
  • Have demonstrated initiative and conceptual, planning and organizational skills in addition to the ability to communicate clearly both orally and in writing.
  • Have experience in preparing in-depth analytical reports and present well-formulated recommendations to the management.
  • Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Experience:

  • Five (5) years of work experience in the fields of Resources Management, specifically extensive work with Country Offices, downstream Pipeline Management, Programming, and Budget.
  • Involvement in the preparation of analytical resources management and reports.

Education:

  • Advanced University degree in Business Administration, Finance, Economics or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

Language:

  • International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
     

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience translating operational requirements into financial information.
  • Has experience preparing budgets and reports for management.
  • Had produced consolidated pipeline information, budgets, supply chain and operational plans.
  • Has experience in reviewing plans and budgets.

TERMS AND CONDITIONS

The selected candidate will be employed on a fixed-term contract with a probationary period of one year and eligible for the Rest and Recuperation (R&R) scheme. He/she will be required to travel abroad sometime to remote and difficult locations.
