About the job

 
DRC is looking for an experienced external consultant to develop a full and comprehensive training on ‘Debt and Financial Management’ directed towards DRC beneficiaries. Proper and effective ‘Debt and Financial Management’ training is essential to support the financing needs of vulnerable individuals and households and assist them in overcoming any financial challenges and debt crises. Building and strengthening their debt and financial management capacity would ultimately reduce financial vulnerabilities and ensure a stable financial growth trajectory for sustainable economic development.

The individual will report directly to Cash and Livelihoods Specialist. The main duties and responsibilities will be:

Objectives of the Consultancy:

  • The objective of the training is to explain the basic concepts and techniques of debt management and build the capacity of participants on effective financial management. Besides overall concepts, the training must cover and provide a more in-depth understanding of debt sustainability; provide practical methods for debt management, describe the processes of establishing and executing strategies for managing household/individual debts, explain the facets of external and internal borrowing to minimize associated costs and risks, the legal and contextual aspects of financial transactions, and introduce participants to the meaning and implication of contingent liability and risk management.
  • In order to ensure the best possible outreach, the training must be developed and delivered through a multiple-instructional setting combining lectures, discussions, and interactions with the training content and participants to learn in a contextual manner.
  • Debt and financial management concepts should be explained in a user-friendly language, avoiding advanced mathematics and using simple illustrations and applicable individual/household debt and financing examples and training activities/exercises.
  • The Consultant must strive to actively promote the knowledge and understanding of debt and financial management and offer his/her expertise on how best to deliver this training, how to best capture and retain knowledge and how best to build upon it.
  • By the end of the course, participants should be able to understand the meaning of debt, be able to better understand the legal and contextual aspects of financial transactions, have the capacity to establish, execute and maintain their own debt management systems/strategies by observing their financial strategies and how it affects their debt, and determine the implications of contingent liability and risk management.
  • The training will be used on its own or as an additional module that can be selectively added to other existing trainings to fill in ‘gaps’ in understandings, depending on the specific trainings objectives.
  • The consultant is expected to deliver a 3-5 day training of trainers (ToT) to DRC staff in order to provide them with the tools and methods needed to be able to conduct the training to targeted beneficiaries in the most efficient manner. The ToT must include the entire material in addition to a trainer’s guide and any additional necessary information and/or tools.

 

The training should cover the following areas:

  1. Overview of Financial Debt
    1. Basic overview, consequences, implications, methods to relief debt, financial management, etc.…
  2. Basic Debt Concepts
    1. Basic terminology, concepts and techniques on financial and debt management, internal debt vs external debt etc...
  3. Financial Planning
    1. Household strategy budgeting and planning, savings, spending, budgetary frameworks, scheduled payments/re-payments etc.…
  4. Debt Management
    1. Practical management methods, process of establishing and executing strategies for managing household and individual debts, debt sustainability etc...
  5. Legal Environment
    1. Governing laws and regulations, overview on the legal contextual environment in order to make better and more calculated decisions in regards to accessing finances, necessary steps and procedures, financial transactions, etc...
  6. Contingent Liability and Risk Management
    1. Definitions, implications, explain the facets of external and internal borrowing to minimize associated costs and risks, how to access finances; different types, procedures, sustainability etc.…

 

Target Audience:

The target audience for this training will be DRC beneficiaries, ranging from refugees, IDP’s, migrant workers, and Jordanians from seven governorates across the kingdom.  The groups may include illiterate beneficiaries, so the use of visual learning aids is highly encouraged.

 

Deliverables:

  • Inception report: The inception report should cover the proposed methodology for the training and topics covered. This is subject to approval by the DRC Livelihoods Technical Team.
  • First Draft: The consultant is to submit a First Draft (resembling the final product) of the training for approval and/or suggestions from the DRC Livelihoods Technical Team.
  • Final Product: The final product should include the complete training, tools and activities. The material will be handed out and used as DRC property.
  • Training Workshop: The consultant is expected to train the respective field offices on the debt and financial management material. The training will be held in Amman over 3-5 days. Logistical needs for the training will be covered by DRC.

 

Application Process:

Interested Consultants should submit the following documents:

  • Technical Proposal describing the approach you will use for the completion of the tasks in the ToR; including methodology, implementation plan and a detailed timeline.
  • Financial proposal detailing the costs per activity/deliverable required. Quote required with a detailed breakdown of number of days and any associated costs
  • A brief proposal describing your eligibility, skills, and previous relevant work experiences; including a minimum of 2 comparable work example (preferably if on functioning databases or websites).
  •  Curriculum Vitae (CV) clearly summarizing relevant work experience be submitted in one PDF file under CV submission.
 

Required / Desirable

  • Degree in Business Development, Marketing, Finance or relevant equivalent.
  • Minimum of 3 years of experience creating and implementing business related trainings.
  • Experience training and working with illiterate people.
  • Strong interpersonal and communication skills.
  • Strong Computer skills (PowerPoint, Microsoft Word).
  • Knowledge of the refugee context and livelihoods barriers facing refugees and migrants in Jordan.
  •  Fluency in English & Arabic (written and spoken) is essential.
