Position Remarks

This fixed-term appointment is for duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.

Principal Functions

Under the direct supervision of the Head, Declaration Validation and Evaluation Section (Industry) and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the Evaluation Officer will have the following primary responsibilities:\r\n\r\n1. Evaluate industry declarations and associated information.\r\n- Evaluate industry declarations and other verification related information within agreed timelines. \r\n- Clarify with States Parties issues identified during evaluation, by, interalia, preparing requests for clarification and meeting with State Party representatives.\r\n- Provide accurate, complete and timely inputs to reports for management and States Parties.\r\n\r\n2. Perform tasks related to projects associated with the effective implementation of the Chemical Weapons Convention (CWC).\r\n- Maintain and strengthen collaboration and partnerships with other key stakeholders such as UN organisations, World Customs Organization, Green Customs Initiative and the global chemical industry. \r\n-Together with your supervisor, liaise with global and regional chemical agencies (e.g. European Chemicals Agency), make recommendations and implement decisions.\r\n- Research options to enhance the visibility of scheduled chemicals, such as incorporating into legislation or through other chemical control measures.\r\n- Research regulations related to chemicals that could be used to facilitate the declaration process and make recommendations accordingly.\r\n- Recommend additional initiatives as appropriate.\r\n\r\n3. Maintain and develop DEB tools to support States Parties in the implementation of their declaration obligations under the CWC.\r\n- Maintain the OPCW scheduled chemicals databases and make recommendations for further development.\r\n- Update the Declarations Hand Book with relevant recommendations, guidance and decisions.\r\n\r\n4. Maintain and develop DEB outreach activities.\r\n- Update outreach materials such as e-learning courses.\r\n- Liaise with other Branches of the OPCW on the design and delivery of training courses, presentations and other outreach activities\r\n\r\n5. Conduct research on chemical industry practices and new developments.\r\n- Prepare reports on new developments in the field of chemistry, chemical engineering and biotechnology.\r\n- Evaluate the impact of these new developments on declarations and the verification regime.\r\n\r\n6. Ensure that all activities are fully in accordance with the confidentiality regime of the OPCW.\r\n\r\n7. Participate in the planning, execution and reporting of industry inspections.\r\n\r\n8. Support the work of the OPCW Policy Making Organs (PMO) \r\n- Draft Secretariat notes, non-papers, Decisions and other Policy Making Organs documents. \r\n\r\n9. Represent the OPCW at events hosted by other entities and report on the outcomes from these events.\r\n\r\n10. Undertake international duty travel. \r\n\r\n11. Act as Head of DVE Industry section.\r\n\r\n12. Perform other duties as required.

Knowledge and Skills

Education:\r\nEssential:\r\n·    Advanced university degree in chemistry, chemical engineering or life sciences. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree. The lack of a degree may be off-set with relevant specialised training in combination with a minimum of 11 years of qualifying experience.\r\n\r\nKnowledge and skills (key competencies):\r\n\r\n·    Knowledge of chemicals covered by the CWC.\r\n·    Computer literacy in Microsoft Office programs (Word, Excel, PowerPoint, Outlook, Project…), database programs and reporting tools.\r\n·    Strong analytical and conceptual skills.\r\n·    Good interpersonal and communication (verbal and written) skills, and proven experience in drafting reports. \r\n·    Good planning and organisational skills, including demonstrated ability to establish priorities and to plan, coordinate and monitor his/her own work.\r\n·    Strong customer focus.\r\n·    Personal qualities should include tact, accuracy and discretion; and the ability to work harmoniously in a multi-cultural environment.\r\n·    Ability to work according to a confidentiality regime.\r\nCommitment to continuous learning.

Experience

Essential: \r\n·    At least 5 years of relevant experience in the chemical industry or in a government agency involved in chemical or drug control.\r\n·    Computer literacy in Microsoft Office programs. \r\n·    Experience in the analysis and representation of electronic data.\r\n\r\nDesirable: \r\nExperience working with reporting tools. \r\nCWC-related experience.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Salary Remarks

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the September 2018 rate of 37.3 %
