About the IAS:

Founded in 1988, the International AIDS Society (IAS) is the world's largest association of HIV professionals, with members from more than 180 countries. IAS members work on all fronts of the global response to AIDS, and include researchers, clinicians, policy and programme planners and public health and community practitioners on the frontlines of the epidemic.

The IAS organizes the world’s two most prestigious HIV conferences, each convened biennially in alternating years. The International AIDS Conference is the largest conference on any global health or development issue, and provides a unique forum for the intersection of science and advocacy. The IAS Conference on HIV Science brings together a broad cross section of HIV professionals and features the latest HIV science, with a focus on implementation – moving scientific advances into practice.

In addition, the IAS programmes advocate for urgent action to reduce the global impact of HIV, including increased investment in HIV cure research; optimizing treatment and care for infants, children and adolescents with HIV in resource-limited settings; preventing and treating HIV-related co-infections; and expanding access to prevention, treatment and care for key populations at higher risk for HIV – such as men who have sex with men, people who inject drugs, sex workers and transgender individuals – including protecting their human rights by combatting punitive laws and discriminatory policies. Most recently, IAS has been identified as the new host for the Global HIV Vaccine Enterprise (Enterprise), a move that will ensure that the pursuit of an HIV vaccine takes a prominent place in IAS’ mission to reduce the global impact of HIV.

About the Global HIV Vaccine Enterprise:

The Global HIV Vaccine Enterprise is an alliance of funders and stakeholders committed to the development – and future access to – an HIV vaccine. The Enterprise plays a critical role in bringing stakeholders together to address the needs, risks and complexities critical to accelerating HIV vaccine development. Over the next 5 years, the Enterprise will concentrate efforts on three pivotal commitments:

  1. Propelling the Vaccine Pipeline. Strengthen strategies to align, amplify and accelerate development of candidate vaccines by tackling issues in trial design and implementation, and enhancing product development knowledge and collaboration. Near-term activities could include: reviewing incidence and PrEP uptake data to increase understanding of and sustain dialogue around the impact of prevention modalities on vaccine development; assessing available resources and developing an integrated product development education programme.
  2. Preparing for Success. Tackle priorities essential to clarifying the roadmap for future access to a vaccine by clarifying regulatory and access pathways, and devising new business models for late-stage product development. Near-term activities could include: engaging efficacy-stage programmes to define common access planning challenges; convening stakeholders to discuss ideas for catalyzing new funding models.
  3. Expanding Resources & Engagement. Enlist a diverse community of partners to support and contribute to the field by strengthening political commitment and encouraging new investment, and diversifying engagement to build a more connected field. Near-term activities could include: creating a platform for sustained engagement; working with advocates to align on approaches to reinforce and amplify the case for investment.

 

Details of Employment:

The Deputy Director (Vaccines), HIV Programmes & Advocacy position will be based in Geneva, Switzerland and report to the Director, HIV Programmes & Advocacy. The position is open-ended and full-time.

 

Purpose of the Position:

The incumbent will be responsible for providing strategic scientific and technical guidance to vaccine-related initiatives of the IAS, and leadership on all aspects of the Global HIV Vaccine Enterprise programme, including implementation of the new strategy and attainment of goals, objectives, activities and targets.

 

Main Responsibilities:

Design, development and overall management of the IAS Global HIV Vaccine Enterprise Programme

  • Lead and manage the implementation of the new 5-year Enterprise programme strategy in coordination with major stakeholders, including developing clear strategic and operational plans for programme execution and maintaining adherence to the budget
  • Build and manage an Enterprise programme team, ensuring excellence in delivery and effective relationships with internal and external partners
  • Lead the evaluation, improvement and impact assessments of the IAS secretariat activities and initiatives related to HIV vaccines.

Provide technical expertise

  • Leverage an academic track record in HIV vaccine (e.g. immunology, virology, epidemiology etc.) to identify and support opportunities to i) improve and define HIV vaccine research tools (e.g. animal models, immune assays) and ii) refine vaccine concepts and combinations
  • Bring an understanding of product development priorities, practices and principles to foster field-wide efforts to conduct efficient clinical trials in an evolving prevention landscape, sharpen the product development mindset among diverse stakeholders and learn from trial outcomes
  • Attend and monitor key HIV conferences to proactively identify the most important needs and challenges in HIV vaccine design, development, regulatory and access planning
  • Provide scientific input to donor reports, concept notes, fundraising proposals and advocacy initiatives to support resource mobilization efforts for the Enterprise programme and other vaccine-related efforts. Where appropriate, this will be done in collaboration with the IAS Resource Mobilization team
  • Provide technical input to and strategic guidance on IAS conference programme content, including HIVR4P, to ensure that vaccines and related fields are strongly and appropriately represented.

Strategically position the Global HIV Vaccine Enterprise Programme

  • Work with the HIV vaccine R&D community and the Enterprise Advisory Group to identify, prioritize and invest in activities with the greatest potential for impact
  • Monitor and report on metrics and forecasted impacts as indicators of the Enterprise’s contribution and the HIV vaccine field’s progress
  • In collaboration with the IAS Communications team, develop a communications plan for the Enterprise programme to expand awareness of the Enterprise’s mandate to promote engagement in the Enterprise programmes and their development, and promote the latest HIV vaccine science.

Identify and maintain partnerships

  • Build sustainable relationships and develop partnerships with a range of key stakeholders from Africa, Asia, North America and Europe to advance current and future strategic objectives of the Enterprise. For example:
  1. Work with trial networks, industry and policymakers to support and contribute to the field’s ability to conduct efficient clinical trials in an evolving prevention landscape
  2. Engage the World Health Organization (WHO), regulators, policymakers, communities and product developers to facilitate mapping of regulatory and licensure pathways for an HIV vaccine
  3. Convene product developers, industry, research funders and international finance and development agencies to foster dialogue around novel business models that address the imperatives and risks of late-stage HIV vaccine R&D, scale-up and rollout
  • Build strong relationships with other vaccine stakeholders – including GAVI (The Global Vaccine Initiative), The International AIDS Vaccine Initiative (IAVI) and WHO – to maintain knowledge of global HIV vaccine priorities and to ensure the Enterprise is effectively contributing
  • Nurture synergistic partnerships across the IAS platform.

Perform any additional tasks requested by the Director, HIV Programmes & Advocacy.

 

Academic Qualifications:

  • Master’s degree or PhD in microbiology, immunology, or related field.

 

Work Experience:

  • At least 5 to 8 years’ experience in a similar management position and a background in global health, including in the HIV vaccine field, prevention or cure research
  • Demonstrated experience in developing and implementing vaccine-related or HIV prevention strategies
  • Experience in building and managing successful relationships with a diversity of stakeholders, including members of governments, pharmaceutical companies, NGOs, and/or multi‐lateral organizations
  • Experience in project management: including budgets and work plans, management of large grants and coordination of consortiums
  • Experience in scientific research, academic writing and publishing a plus.

 

Skills/Competencies:

  • Excellent knowledge of the different aspects of HIV prevention and vaccine research, preferably in an international context
  • A track record of achievement and leadership in the field and an active network of established collaborators
  • Strong stakeholder management and team management skills
  • Excellent business-oriented oral and written communication skills
    • Highly organized, systematic and with strong analytical skills
    • Creative and out of the box thinker, with demonstrated track record of problem‐solving/seeking solutions to challenges

Languages:

    • Advanced level English. Knowledge of other languages is an asset.
