ABOUT WFP

The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

This job is located in WFP Myanmar office in Yangon. 

At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility. 

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Programme Policy Officer (VAM) and overall supervision by the Head of Unit (VAM/ M) in Country Office, the incumbent will perform the following duties:

  • Provide technical support and assist in the development and implementation of various activities and processes within the VAM Unit supporting alignment with wider programme policies and guidelines;
  • Provide support in reviewing and analyzing available data and literature on food security. Identify opportunities to incorporate this data into GIS;
  • Assist in the implementation of primary data collection surveys and food security monitoring system during all phases (e.g. sampling, translation of survey questionnaires, preparation of data entry tools, elaboration of maps);
  • Assist in the preparation of maps and information products to support WFP Programme Unit and other WFP functional during all phases of WFP programming;
  • Assist in the facilitation of training programs with relevant stakeholders on survey work, GPS/GIS/Remote Sensing mobile technologies, and remote sensing. Support the development and maintenance of training user’s manuals and guidelines;
  • Assist in the maintenance of databases of geospatial and socio economic data. Undertake data management activities which include cleaning, editing and consistency checks;
  • Support more senior colleagues in providing technical assistance, transfer skills, and develops sustainable capacity in GIS and mapping, survey work, mobile technologies, and remote sensing to relevant government institutions and partners;
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance;
  • Perform others related duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education, preferably supplemented by courses in a field related to sociology, economics, agriculture, geography, nutrition, rural development, computer science and/or similar relevant field.

Language:

Must have good command in both oral and written English and Myanmar.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge of Computer word/data processing software (Word, Excel). Knowledge of specialized software; for statistical analysis (such as SPSS, Stata, MS Access, dbase, etc.)

Training, and/or experience in using software related to the area of work such as geographic information systems (GIS) and statistical analysis software. Familiarity with quantitative and qualitative survey techniques.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
  • Preferable to have five years of progressively responsible support in the field of food security, vulnerability analysis or other related field.
  • Experience assisting in survey design and implementation an added bonus, working with technical teams (i.e. nutrition, VAM, etc.), contributing to implementation of programmes and assisting with policy discussions.
