You will be joining a team of around 3000 staff in the Lebanon Field Office working to foster the human development of some 470,000 registered Palestine refugees.••

The Hospitalization Monitoring and Assessment Officer will be responsible for:

The main responsibilities include:

Supervises regular data collection in Health Department through Hospitalization Database and E-Health by Area staff; ensures quality, relevance and consistency of the data by routine data quality audits of the collected data and of the methods for data collection; undertakes research sampling, surveys and statistical analysis; identifies trends or patterns within data; compiles reports, charts, and tables based on established statistical methods;• plans and writes detailed specifications for analysis files, consistency checks, tables and figures to support planning, research, monitoring and reporting. Contributes to the design and implementation of the programme's overall performance monitoring mechanisms for output indicators, in the Results-Based Management (RBM) system and Agency-wide reporting systems; is the primary focal point for coordination of monitoring activities in the Health Programme at the field level; contributes to the development and revision of appropriate ToRs and manuals for data entry, collection, analysis and reporting in Hospitalization Database and E-Health; analyzes data collected providing technical support on M&E and evidence-based recommendations to managers calculating basic statistics and indicators' data on a regular basis;

•         Produces monthly, quarterly and annual analytical reports on status of the hospitalization implementation as agreed with CFHP; provides additional analysis of data and information on different variables when needed; analyzes •deviations from the established plan using demographic, socio-economic and any other relevant data to assist management decision making;

Monitors the financial hospitalization expenditures on a Field level to identify and/or rectify areas of unsatisfactory performance and to capitalize on potential performance improvement opportunities; provides full and detailed feedback to the CFHP and the Areas on data collection problems and solutions;

•         Monitors and identifies issues and challenges in the implementation of hospitalization activities and reports to CHFP and the Field management to ensure timely and appropriate remedial action; plans and implements capacity-building• activities for UNRWA health staff coaching them on data entry and data analysis; ensures the implementation of department policies, procedures, and processes across Lebanon Field and monitors adherence; recommends improvements to departmental policy where necessary;

•         Manages hospitalization database including the development of its functions and screens in close coordination with HD and Information Management Department to ensure the quality of data and the adequate extraction and processing of data; ensures that monitoring data is timely brought to the attention of relevant staff for necessary action through regular monitoring and gap assessment; facilitates and coordinates adjustments and improvements of tools, processes and policies to support evidence based management and planning mechanisms in alignment with broader programmatic• frameworks; liaises and maintains contacts with the respective NGOs, community leaders, governmental and municipal organizations and other bodies to enhance cross-functional responses to health needs;

•         Identifies ways to manage hospitalization expenditure at Area level in coordination with the AHO, AHMO, CHFP and health center staff; ensures that identified cost control measures are in place and followed by the AHMOs and AHOs through periodic meetings with the Delegated Medical Officers (DMOs), AHMOs and/or AHOs and/or health center staff as well as with partners on the provision of hospitalization services; carries out regular field spot checks and reviews data at Area level to ensure compliance with agreed measures; conducts patient satisfaction interviews and surveys and reports on findings with recommendations for improvement to Chief Field Health Programme;

•         Performs such other duties as may be assigned.

Conditions of service•

Monthly basic salary L.L. 2,440,836 + 15% SOA

Other benefits include:

Provident Fund contribution (15% of basic salary paid by the Agency)

Dependency allowances, Dependent spouse: L.L 60,000 per month

To qualify for this position, you will need:

Education

A university degree in Epidemiology, Public Health, Health Management or demographics or other relevant field.

An advanced university degree in Population Health, Biostatistics or other related field is desirable.

Work

experience

Minimum of six years of professional experience in data collection and analysis; knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies. Knowledge of UNRWA, in general, and Health services and E-Health, in particular, is desirable.

Demonstrated skill in applying statistical methods to analyze large data sets using Excel, SPSS or any other analysis software. Experience in developing and refining data collection tools. Experience with data quality assessments and oversight.

Language(s)

Excellent command of written and spoken English and Arabic.

You will also need to demonstrate the following competencies:

•         Excellent analytical skills, including the ability to interpret medical information/data and to contribute to policy formulation;

•         Strong communication skills, including the ability to present technical information to different target audiences in a clear and concise manner;

•         Ability to negotiate contracts with health facilities for the provision of hospitalization services;

•         Management skills, including the ability to deal with administrative issues and supervise staff;

•         Good decision making, conflict resolution and problem solving skills;

•         Ability to establish relationships with stakeholders and other concerned parties;

•         Ability to establish priorities and to plan, coordinate, follow up and monitor own work;
