You will be joining a team of around 3000 staff in the Lebanon Field Office working to foster the human development of some 470,000 registered Palestine refugees.••
The Senior Procurement Officer will be responsible for:
The main responsibilities include:
• ••• Plans, develops and manages implementation and compliance of the procurement functions •and procedures; is responsible for immediate supervision of Procurement and Contracting teams; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment and selection of new staff and in the development of training programmes;
• ••• Performs quality assurance functions in relation to all fields Procurement functions and Procurement Cycle Management; analyses and evaluates procurement requisitions and supervises the procurement team in task prioritization; approves work plans and ensures work flow and achievement of results; oversees List of Requirement/List of Requirement Consolidated (LOR/LRC) submissions and coordinates with the HQ (Amman) on Local Procurement Authority (LPA) matters;
• ••• Oversees development and preparation of highly complex contracts and is responsible with the HFPO/HFPLO to post tenders on the United Nations Global Marketplace (UNGM) and UNRWA web sites; identifies priority activities and assignments and adjusts priorities as required; plans time and coordinates resources to achieve targeted goals;
• ••• Oversees preparations and ensures quality requirements of submissions to the Local Committee for Procurement (LCP)/Agency Committee for Procurement (ACP) reviews and subsequent approval by the awarding authorities; presents the cases to advisory committees and awarding authorities in the absence of the FPO;
• ••• Contributes to development of procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity in line with the UNRWA Procurement Manual and rules and regulations;
• ••• Performs such other duties as may be assigned.
Conditions of service•
Monthly basic salary L.L. 2,581,406 + Special Occupational Allowance (SOA) 37.04%
Other benefits include:
• Provident Fund contribution (15% of basic salary paid by the Agency)
• Dependency allowances, Dependent spouse: L.L 60,000 per month
••• Dependent child: L.L 33,000 per month
• 30 days of annual leave
• Compulsory medical insurance
To qualify for this position, you will need:
Education
Advanced university degree in supply chain management, business administration, public administration, commerce or related field
Work
experience
Seven years of experience in procurement related function of which at least three years have been in a supervisory position;
Experience or training in the use of personal computers and in operating of standard software applications such as MS-Word, Excel, Access.
Language(s)
Excellent command of spoken and written English

• Experience in working with the UN procurement rules and regulations;
