ORGANIZATIONAL CONTEXT
Forecast-based Financing isa system capable of using the science of weather and climate to anticipate possible impacts on risk-prone areas andmobilize resources even before an event occurs. This activity will be piloted initially in two-three upazilas (sub-districts) in the northwest region of Bangladesh for a period of four years, which are exposed to climatic shocks flooding. Through this, WFP aims to advance its efforts at mainstreaming climate resilience and to establish efficient emergency response mechanismin the Government system.
JOB PURPOSE
WFP will collaborate particularly with MoDMR, Bangladesh Bureau of Statistics (BBS), Institute of Water Modelling (IWM), Bangladesh Water Development Board (BWDB), Department of Disaster Management (DOM), Flood Forecasting and Warning Centre (FFWC), Banglades h Bureau of Statistics (BBS), OXFAM and other relevant agencies to design and test the forecast-based financing support for the disaster-affected households. At the beginning of the project, two main preparatory activities are essential to implement.
1. Flood Impact Assessment: As part of the Forecast based Financing (FbF) project, an Early Action Prot ocol for floods is being developed and the World Food Programme (WFP), Bangladesh Red Crescent Society (BDRCS), German Red Cross (GRC), and Swiss Red Cross (SRC) agreed to jointly conduct a flood impact survey. The survey's aim is to receive field-level data on flood impact and quantify this data in relation to flood levels, as well as to identify possible early actions to reduce the flood impact. This data will help to determine the threshold of when to activate the FbF Early Action Protocol during a flood event.
2. Baseline Study: A baseline survey is being undertaken by the project team to understand the present situation of the community in relation to the seasonal flood. This study is going on in the targeted areas where the FbF project is proposed. The study acts as a accompaniment to the quantitative and qualitative data which will help to identify any major issuesand provide some insight into the opinionsof the community in relation to our FbF project.
Both the impact assessment and baseline study will require a consult ant on a short term basis with required experience of implementing outcome/ impact/ baseline study in the relevant field.
KEY ACCOUNTABILITIES (not all-inclusive)
The consultant will be responsible to prepare the impact assessment and baseline report of the Forecast based Financing (FbF) Project. The consultant willbe primarily based in Dhaka andwillrequire field visits to the project site. Under the overall guidance of Programme Officer of RI Unit and the technical supervision of M&E Officer, the Consultant will be responsible for the following responsibilities:
- Review the dataset of the flood impact assessment, baseline study and analysis plan
- Develop the qualitative assessment methodology/tools and conduct field assessment for the validation of the data analysis Perform quantitative and qualitative data analysis with the data collected during the impact survey
- Develop and finalize the outline of impact assessment report in consultation with WFP and the RCRC partners
- Prepare and finalize the impact assessment report in consult ation and inputs from WFP and the RCRC partners
- Prepare a qualitative report for impact assessment

STANDARD MINIMUM QUALIFICATIONS
Education: Have an academic background in statistics and possess detailed knowledge of community development, disaster risk reduction and climate change in Bangladesh. Also should have a masters' degree in social science or public finance, or environmental science, or any relevant discipline; Ph.D. degree will be an added asset
Experience: Have at least 10 years of experience in performing quantitative and qualitative data analysis
Knowledge & Skills: Possess strong research skills and proven experience with conducting baseline and end line study of development programmes,
Languages: Good command over spoken and written English
