JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Country Director and direct supervision of the Head of Programme, the National Programme Policy Officer will be responsible for the following:

  • Contribute towards the development of WFP strategies and projects, ensuring alignment with WFP programme policies, standards and procedures
  • Facilitate the development and implementation of CO M&E Plans including establishment of baselines, review of progress indicators to inform timely decision making
  • Ensure that food is timely allocated to beneficiaries, accounted and reported on WFP corporate systems such as COMET
  • Prepare accurate and comprehensive reports on WFP’s operations and performance to inform timely decision making including corporate reports such as SPRs
  • Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
  • Supervise, monitor and ensure quality control of monitoring activities at country office including quality checks of fieldwork, monitoring data periodic reports;
  • Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focussed results.
  • Review cooperating partner monthly reports in respect to M&E issues and ability to inform decision making;
  • Facilitate and coordinate the systematic collection and analysis of primary and secondary data using specific indicators as specified in the monitoring plan or information needs and generate relevant reports to inform timely decision making;
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
  • Provide assistance, guidance and on-the-job training on monitoring, evaluation and reporting techniques for both WFP and cooperating partner staff to build capacity, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Represent WFP in different fora within the UN, civil society and government
  • Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received in the country, in order to ensure that progress is made in the achievement of project objectives;
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance. Alternatively, a First University degree in the same fields with additional years of related work experience and/or trainings/courses.
  • Language: Fluency in English (proficiency/level C) and Siswati.

OTHER SPECIFIC JOB REQUIREMENTS

  • Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook).
  • Experience with statistical packages such as SPSS, STATA,
  • Excellent writing and communication skills;
  • Ability to participates and promote open dialogue with the team, valuing the diverse opinion of others.
  • Ability to develop and maintain effective working relationships, both internally and externally with partners and stakeholders.
  • Flexibility to adapt to changes (such as evolving programme needs, partners’ requirements etc.).
  • Good analytical skills; ability to analyse and consolidate quantitative and qualitative information from different sources to inform programme design, implementation and monitoring.
  • Result oriented attitude. Ability to work under pressure and tight deadlines
  • Ability to work effectively with people of different national and cultural backgrounds
  • Supervisory skills (desirable)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum of 5 years post graduate, progressively responsible, job related experience in Monitoring and Evaluation, project management
  • Experience in implementing and managing programmes, as well as providing inputs into programme design.
  • Specific experience with Nutrition and food assistance programmes will be further valued.
  • Experience in Government partnership implementation and in technical assistance areas will be considered as a strong asset.
