Background    
     
   

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Director, the Spokesperson/Senior Press and Public Information Officer shall perform the following functions and duties:

  1. Acting as Spokesperson for the Office by developing and proposing to the Director a media strategy to be adopted by ODIHR to generate public support and promote a better understanding of the work of ODIHR;
  2. Developing ODIHR's public information strategy in order to raise awareness of ODIHR's work and increase public outreach, including on social media and supervising the production of ODIHR's publication programme;
  3. Organizing and moderating press conferences on the results of election observation missions; Co-ordinating the participation of representatives of ODIHR and of OSCE bodies and facilitates the harmonization of their public messages;
  4. Conceptualizing ODIHR's online operations and supervising the regular updating and maintaining of the website;
  5. Performing other related duties as required.
     
Necessary Qualifications    
     
   
  • Second-level university degree in social or political science, law, history, international relations, communications, journalism or another related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the second-level university degree;
  • At least eight years (full-time equivalent) of progressively responsible and relevant professional experience in the field of media work and/or press and public information preferably gained at an international organization, non-governmental organization or as a journalist;
  • Professional fluency in the English langauge, with excellent communication skills; working knowledge of other OSCE languages (preferably Russian);
  • Ability to convincingly present the activities and accomplishments of the Office to the public;
  • Professional knowledge of the OSCE and its democratization and human rights activities;
  • Computer literacy with practical experience in Microsoft applications and internet;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,000 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are made at step 1 of the applicable OSCE salary scale.
