The Danish Refugee Council (DRC) has decided to increase its engagement in the Inter-Agency Standing Committee (IASC). As a global displacement actor DRC wants to count on an advanced and efficient understanding of processes related to humanitarian work, aid architecture, coordination mechanisms and related efforts – both at central as well as at field level. The IASC is the primary mechanism for inter-agency coordination of humanitarian assistance. It is a unique forum for coordination, policy development and decision-making involving key UN and non-UN humanitarian actors. Consequently, DRC has decided to increase its efforts related to the IASC and hire an Outreach Consultant. 
  
About the job:
The Outreach Consultant will be tasked to define pertinent themes, develop, apply and review selected approaches to IASC engagement relevant for DRC at field as well as at central level.  
  
Main duties and responsibilities:  
  • Develop a background note including a list of processes, themes and areas relevant for DRC within the scope of IASC of engagement based on intake from and consultations with senior DRC staff members at field, regional and central level; 
  • Develop
    • an engagement strategy in selected IASC processes for approval by DRC;
    • a communication and information dissemination strategy on selected processes for DRC field operations and HQ; 
  • Follow processes, debates and outcomes of IASC and partner organisations relevant to DRC priorities; 
  • Implement the information dissemination strategy in a pilot phase; 
  • Carry out a participatory internal review process of the entire effort including lessons learned and recommendations for the way forward; 
 
Tentative workload: 
The total time of this effort is estimated to not exceed 90 full workdays. The total number of workdays may however be distributed over a longer period of time, as mutually agreed between DRC and the Consultant, but may not result in additional cost.  
 
Expected Outputs: 
  • Concept Note on IASC engagement options for DRC (max. 10 pages) 
  • Engagement Strategy (max. 8 pages) 
  • Communication and information dissemination strategy (max. 8 pages) 
  • Application of information dissemination strategy (possibly via newsletter, regular updates etc.) 
  • Internal review paper (max. 10 pages) 
 
Coordination: 
The Consultant is responsible for the delivery of all products and will coordinate her/his work with the DRC Representative in Geneva. 
 
About you:
To be successful in this role we expect you to have over 10 years of experience in humanitarian aid, aid architecture, coordination mechanisms and related themes at one or more global coordination hubs. 
Consultants are requested to settle their compliance with Swiss law (possible residence, social security, income tax and other) on their own. DRC does not assume any responsibility in these matters. 
 
We offer:
Contract length: approximately 50 working days, depending on agreed workplan; 
Level: daily rate not above 700 CHF 
Start date: as of 01 October 2018
