Organizational Setting
 
The Chief Technical Specialist (CTS) (Principal Expert statistician specialized in the organization and implementation of agricultural censuses, including of the logistics) will be hired under the project “Census of Agriculture, Livestock and Fisheries CALF”. The project will contribute to better planning, programming, implementing, and follow-up and assess the entire agricultural sector in Angola, set up an effective mechanism for strengthening the capacity building of national institutions in charge of agricultural statistics technically and operationally, and implement a national system of agricultural statistics and improve the availability of agricultural, fisheries and forestry data.
 
Reporting Lines
 
The CTS will accomplish the tasks described below under the general operational supervision of the FAO Representative (FAOR) in Angola. With the technical guidance of the Regional Office for Africa of FAO, namely the Lead Technical Officer (LTO), and the Statistics Division of FAO at headquarters. He or she will work closely with the National Coordination of the project and will provide supervision of the other consultants, experts and managers of the project in order to ensure the successful implementation of the project.
 
Technical Focus
 
The CTS will be responsible for the operational planning, management and monitoring of all project’s activities, as indicated in the project document. He/She will be responsible to coordinate the overall project, will provide technical, logistics and managerial support and ensure a good implementation of the activities in line with the project result framework, work plan and approved budget. The incumbent shall frequently travel within the country whenever deem necessary.
 
Tasks and responsibilities
 
In particular, the incumbent will\:
 
COF.REG and PSA.SBS
  • Revise and update the implementation of the planned activities of the project as a whole.
  • Assist in the implementation of the CALF steering committee, in accordance with the presidential decree.
  • Assist the National Coordination of the project organizing the CALF working strategy;
  • Ensure compliance with the FAO technical standards and the reliability of the data in all phases of the CALF;
  • Support in the evaluation of the data quality as well as its confidentiality;
  • Assist the teams in the analysis and write reports and other analysis support of the results of the CALF;
  • Support the drafting of the technical report of the CALF;
  • Support the organization of national and provincial training and seminars;
  • Support in the organisation of the tests and assessment of national field staff (enumerators and supervisors);
  • Support organizing national seminars for the presentation of the CALF results.
 
Only COF.REG
  • Oversee the day-to-day implementation of the project in line with the annual work plan;
  • Supervise[GY(1]  and support the revision, development and finalization of the methodology and technical documents for the CALF considering gender equality (questionnaires, instruction manuals for different categories of field staff, sampling plan, tabulation plan, etc.) ;
  • Supervise  and support the works of data computer processing of the CALF;
  • Manage the logistics and the financial resources of the project;
 
 
 

 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
 
  • Advanced university degree in statistics with specialization in agricultural statistics;
  • At least ten years of experience in agricultural censuses and surveys and their organization in developing countries;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two.

Technical/Functional Skills
 
  • Knowledge of FAO or World Bank project management systems is an asset.
 
Selection Criteria
 
  • Extent and relevance of experience in the project management skills (including work planning and budgeting), organization and implementation of agricultural censuses, including of the logistics;
  • Extent and relevance of experience in the preparing methodological documents and conducting agricultural censuses and surveys;
  • Ability to organize and coordinate technical meetings and seminars;
  • Extent and relevance of academic qualifications;
  • Extent of experience in leading and supervise multi-cultural teams and delivering a results-based programme of work;
  • Quality of oral and written communication and presentation skills including expert knowledge in drafting and presenting project results;
  • An ability to work in team and excellent management experience  are required, as well as the ability to present professional quality reports.
  • Ability to use computer software such as MS Office and other project management software and database.
  • Working knowledge of Portuguese language will be considered a strong asset.
  • At least five years’ experience working with local communities in the agricultural sector in Angola or in Africa Region;
